SITUATION OVERVIEW
------------------

THE CENTER OF HURRICANE MATTHEW IS MOVING EAST OFF THE COAST OF SOUTHEAST
NORTH CAROLINA THIS EVENING. THE MOST SIGNIFICANT IMPACTS OVERNIGHT WILL
BE FROM THE WIDESPREAD FLOODING THAT RESULTED FROM 10 TO 15 INCHES OF RAIN,
AND FROM TROPICAL STORM AND HURRICANE FORCE WIND GUSTS THAT WILL CONTINUE
FOR THE NEXT SEVERAL HOURS.

SURF CONDITIONS ARE EXCEEDINGLY HAZARDOUS WITH VERY LARGE BREAKING WAVES
AND WAVE RUN-UP, AS WELL AS STRONG RIP CURRENTS AND LONGSHORE CURRENTS.

POTENTIAL IMPACTS
-----------------

* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW ONGOING ACROSS
NORTHEAST SOUTH CAROLINA AND SOUTHEAST NORTH CAROLINA. REMAIN WELL
SHELTERED FROM DANGEROUS WIND HAVING ADDITIONAL SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
    - SOME DAMAGE TO ROOFING AND SIDING, ALONG WITH DAMAGE TO PORCHES
      AND AWNINGS. A FEW BUILDINGS EXPERIENCING WINDOW, DOOR, AND
      GARAGE DOOR FAILURES. DAMAGE TO VULNERABLE STRUCTURES SUCH AS
      CARPORTS, SHEDS AND MOBILE HOMES IS POSSIBLE.
    - LARGE LIMBS WILL BE DOWN WITH SEVERAL TREES SNAPPED OR
      UPROOTED. SEVERAL FENCES AND ROADWAY SIGNS MAY BECOME BLOWN
      OVER. SOME ROADS MAY BECOME IMPASSABLE DUE TO LARGE DEBRIS
      BLOCKING THE ROADWAY, ESPECIALLY WITHIN URBAN OR HEAVILY WOODED
      LOCATIONS. SOME BRIDGES, CAUSEWAYS, AND ELEVATED ROADS MAY BE
      IMPACTED BY HIGH WINDS MAKING DRIVING ON THEM HAZARDOUS.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES ARE POSSIBLE, BUT
      MORE PREVALENT IN AREAS WITH ABOVE GROUND LINES.
    - SMALL CRAFT THAT ARE NOT PROPERLY MOORED MAY BREAK LOOSE.

* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN EARLIER TODAY ARE STILL UNFOLDING
ACROSS NORTHEAST SOUTH CAROLINA AND SOUTHEAST NORTH CAROLINA. REMAIN WELL
GUARDED AGAINST DANGEROUS FLOOD WATERS HAVING ADDITIONAL SIGNIFICANT IMPACTS.
IF REALIZED, THESE IMPACTS INCLUDE:
    - MODERATE FLOODING FROM RAINFALL MAY PROMPT SOME EVACUATIONS AND
      RESCUES.
    - RIVERS AND STREAMS MAY RISE AND OVERSPILL THEIR BANKS IN A FEW
      PLACES, ESPECIALLY IN THE TYPICAL PRONE LOCATIONS. SMALL CREEKS
      AND DITCHES MAY OVERFLOW.
    - FLOOD WATERS MAY ENTER SOME STRUCTURES. UNDERPASSES, LOW-LYING
      SPOTS ALONG ROADWAYS, AND POOR DRAINAGE AREAS MAY BECOME
      SUBMERGED BY RISING WATER. SOME SECONDARY STREETS AND PARKING
      LOTS MAY FLOOD AS STORM DRAINS AND RETENTION PONDS OVERFLOW.
    - DRIVING CONDITIONS WILL BECOME HAZARDOUS, AND SOME ROAD
      CLOSURES CAN BE EXPECTED.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:

DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH AND
FLOOD WATERS ABATE.

* OTHER PREPAREDNESS INFORMATION:

CONTINUE TO KEEP YOUR CELL PHONE WELL CHARGED FOR AS LONG AS
POSSIBLE. IF YOU LOSE POWER, USE IT MORE SPARINGLY AND MAINLY FOR
PERSONAL EMERGENCIES AND CHECK-INS. DO NOT OVERLOAD COMMUNICATIONS
SYSTEMS WITH IDLE CHATTER.

DO NOT BE A THRILL SEEKER OR RISK YOUR LIFE FOR SENSELESS PHOTOS OR
VIDEOS. BE WISE AND AVOID BECOMING ANOTHER STATISTIC.
