SITUATION OVERVIEW
------------------

DANGEROUS HURRICANE MATTHEW IS FORECAST TO CROSS THE EASTERN TIP OF
CUBA TONIGHT AND THEN MOVE INTO THE BAHAMAS WEDNESDAY. THE STORM IS
THEN FORECAST TO APPROACH THE EAST COAST OF FLORIDA THURSDAY. THE
THREAT FOR TROPICAL STORM FORCE WINDS HAS INCREASED ACROSS MOST OF
SOUTH FLORIDA, AND HURRICANE CONDITIONS CANNOT BE RULED OUT
PARTICULARLY OVER PALM BEACH AND BROWARD COUNTIES INCLUDING THE LAKE
OKEECHOBEE REGION. THE MAIN WINDOW OF CONCERN FOR STRONG WINDS IS
EARLY THURSDAY MORNING THROUGH MIDDAY FRIDAY.

ANOTHER CONCERN IS AN ELEVATED TO MODERATE THREAT OF HAZARDOUS STORM
SURGE INUNDATION ALONG THE IMMEDIATE COAST IN VULNERABLE SPOTS OF THE
SOUTHEAST FLORIDA COAST. GREATEST THREAT IS ACROSS NORTHEAST PORTIONS
OF PALM BEACH COUNTY BUT IT COULD INCREASE ELSEWHERE IF THE FORECAST
TRENDS CLOSER TO THE COAST OVER THE NEXT DAY OR SO. SIGNIFICANT
COASTAL EROSION AND ROUGH SURF WILL BE A CONCERN FROM EARLY THURSDAY
MORNING THROUGH FRIDAY WITH A HIGH RISK OF RIP CURRENTS CONTINUING
THROUGH THE WEEKEND.

LESSER CONCERNS AT THIS TIME INCLUDE LOCALLY HEAVY RAINFALL AND
ISOLATED TORNADOES ALTHOUGH LOCAL FLOODING DUE TO RAIN BANDS WILL BE A
CONCERN. ANY FURTHER SHIFTS TO THE LEFT OF THE CURRENT FORECAST COULD
INCREASE THE THREAT SO RESIDENTS SHOULD REMAIN INFORMED WITH THE
LATEST INFORMATION.

RESIDENTS OF SOUTH FLORIDA ARE URGED TO REVIEW THEIR PREPAREDNESS
PLANS NOW AND BE PREPARED TO TAKE ACTION IF A WARNING IS ISSUED.

POTENTIAL IMPACTS

* WIND:
PREPARE FOR LIFE-THREATENING WIND HAVING POSSIBLE EXTENSIVE IMPACTS
ACROSS MUCH OF PALM BEACH AND BROWARD COUNTIES. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
    - CONSIDERABLE ROOF DAMAGE TO STURDY BUILDINGS, WITH SOME HAVING
      WINDOW, DOOR, AND GARAGE DOOR FAILURES LEADING TO STRUCTURAL
      DAMAGE. MOBILE HOMES SEVERELY DAMAGED, WITH SOME DESTROYED.
      DAMAGE ACCENTUATED BY AIRBORNE PROJECTILES. LOCATIONS MAY BE
      UNINHABITABLE FOR WEEKS.
    - MANY LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
      ROADWAY SIGNS BLOWN OVER.
    - SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
      OR HEAVILY WOODED PLACES. SEVERAL BRIDGES, CAUSEWAYS, AND
      ACCESS ROUTES IMPASSABLE.
    - LARGE AREAS WITH POWER AND COMMUNICATIONS OUTAGES. SOME WINDOWS
      MAY BE SHATTERED BY FLYING DEBRIS, PARTICULARLY IN HIGH RISE
      BUILDINGS OR THOSE WINDOWS NOT IMPACT RESISTANT.

ALSO, PREPARE FOR DANGEROUS WIND HAVING POSSIBLE LIMITED TO
SIGNIFICANT IMPACTS ACROSS THE REMAINDER OF SOUTH FLORIDA AWAY FROM
THE IMMEDIATE SOUTHWEST FLORIDA COAST...HOWEVER THIS COULD CHANGE IF
THE FORECAST STORM TRACK TRENDS MORE TO THE WEST.

* SURGE:
PREPARE FOR LIFE-THREATENING SURGE HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS FAR NORTHEAST PALM BEACH COUNTY CONFINED TO THE
IMMEDIATE COASTLINE. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
    - AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
      WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
    - SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
      WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
      SPOTS.
    - MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
      NUMEROUS RIP CURRENTS.
    - MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
      SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
      UNPROTECTED ANCHORAGES.

ALSO, PREPARE FOR LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS ACROSS THE REMAINDER OF THE IMMEDIATE ATLANTIC COASTLINE
FROM CENTRAL PALM BEACH COUNTY TO MIAMI-DADE COUNTY...INCLUDING
VULNERABLE LOCATIONS OF BISCAYNE BAY.

ELSEWHERE ACROSS SOUTH FLORIDA, LITTLE TO NO IMPACT IS ANTICIPATED
AT THIS TIME.

* OTHER COASTAL HAZARDS:
A SIGNIFICANT CONCERN AS HURRICANE MATTHEW PASSES EAST OF THE AREA IS
THE POTENTIAL FOR BEACH EROSION FROM HIGH WAVES AND DANGEROUS
RIP CURRENTS ALONG THE SOUTHEAST FLORIDA BEACHES. MAIN WINDOW OF CONCERN
IS THURSDAY AND FRIDAY FOR BEACH EROSION AND HIGH WAVES WITH A HIGH
RISK OF RIP CURRENTS LINGERING INTO THE WEEKEND.
