WATCHES AND WARNINGS

There are no coastal watches or warnings in effect.

Interests in Nicaragua, Costa Rica, and the islands of San Andres
and Providencia should monitor the progress of this system, since a
Tropical Storm Watch may be required later today or tonight.


DISCUSSION AND 48-HOUR OUTLOOK
------------------------------
At 1000 AM EST (1500 UTC), the center of Tropical Depression Sixteen
was located near latitude 11.5 North, longitude 79.3 West.  The
depression is nearly stationary.  A west-southwestward to westward
drift is expected over the next couple of days.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.
Some strengthening is forecast during the next 48 hours, and the
depression is likely to become a tropical storm later today.

The estimated minimum central pressure is 1002 mb (29.59 inches).


HAZARDS AFFECTING LAND
----------------------
RAINFALL:  Outer rain bands from the depression are expected to
produce rainfall accumulations of 3 to 6 inches across portions of
central and western Panama and southeastern Costa Rica through
Wednesday, with isolated totals upwards of 10 to 15 inches across
the higher terrain.  These rains could result in life-threatening
flash floods and mud slides.  Additional heavy rainfall may move
into portions of Costa Rica Wednesday night into Thursday as the
system approaches the coast.
