THIS PRODUCT COVERS EASTERN NORTH CAROLINA

**COLIN BECOMES A POST-TROPICAL CYCLONE AND WILL ACCELERATE AWAY FROM
 THE AREA THIS AFTERNOON.**

* CHANGES TO WATCHES AND WARNINGS:
    - THE TROPICAL STORM WARNING FOR ONSLOW HAS BEEN CANCELLED
NOW IS THE TIME TO BRING TO COMPLETION ALL PREPARATIONS TO PROTECT
LIFE AND PROPERTY IN ACCORDANCE WITH YOUR EMERGENCY PLAN.

OUTSIDE PREPARATIONS SHOULD BE WRAPPED UP AS SOON AS POSSIBLE BEFORE
WEATHER CONDITIONS COMPLETELY DETERIORATE. ANY REMAINING EVACUATIONS
AND RELOCATIONS SHOULD BE EXPEDITED BEFORE THE ONSET OF TROPICAL
STORM FORCE WIND.
* CURRENT WATCHES AND WARNINGS:
    - A TROPICAL STORM WARNING REMAINS IN EFFECT FOR CARTERET...OUTER
      BANKS DARE AND OUTER BANKS HYDE

* STORM INFORMATION:
    - ABOUT 120 MILES SOUTHWEST OF BUXTON NC OR ABOUT 50 MILES
      SOUTH-SOUTHWEST OF MOREHEAD CITY NC
    - 34.0N 77.0W
    - STORM INTENSITY 60 MPH
    - MOVEMENT NORTHEAST OR 55 DEGREES AT 36 MPH

SITUATION OVERVIEW
------------------

POST-TROPICAL STORM COLIN WILL PASS OFF THE OUTER BANKS AROUND
MIDDAY TODAY AND QUICKLY MOVE AWAY FROM THE AREA THIS AFTERNOON.

THE PRIMARY IMPACT WILL BE FOR CONTINUED HEAVY RAIN WITH THE
THREAT FOR LOCALIZED FLASH FLOODING...WITH THE MAIN THREAT ACROSS
THE OUTER BANKS SOUTH OF OREGON INLET AND DOWNEAST CARTERET
COUNTY. ADDITIONAL RAINFALL AMOUNTS OF AROUND AN INCH WILL BE
POSSIBLE OVER THE NEXT FEW HOURS.

TROPICAL STORM FORCE WINDS WILL ALSO BE POSSIBLE ALONG THE
COAST...MAINLY FROM CAPE LOOKOUT TO THE OREGON INLET. THESE WINDS
COULD LEAD TO SOME DOWNED TREES DUE TO THE SATURATED GROUND.

MINOR STORM SURGE FLOODING IS POSSIBLE WITH WATER LEVELS 1 TO 2 FEET
ABOVE NORMAL WHICH WOULD RESULT IN A FOOT OR LESS OF INUNDATION
ABOVE GROUND. THIS WOULD MAINLY BE OVER THE AREAS ADJACENT TO THE
SOUTHERN PAMLICO SOUND AND BEACHES NORTH OF CAPE LOOKOUT.

POTENTIAL IMPACTS
-----------------

* WIND:
PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS ACROSS
THE OUTER BANKS FROM CAPE LOOKOUT TO OREGON INLET. POTENTIAL IMPACTS
IN THIS AREA INCLUDE:
    - DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
      MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
    - MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
      UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
      SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
      OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.

ELSEWHERE ACROSS EASTERN NORTH CAROLINA, LITTLE TO NO IMPACT IS
ANTICIPATED.

* FLOODING RAIN:
PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS DOWN EAST CARTERET COUNTY AND THE OUTER BANKS
SOUTH OF OREGON INLET. POTENTIAL IMPACTS INCLUDE:
    - LOCALIZED RAINFALL FLOODING MAY PROMPT A FEW EVACUATIONS.
    - RIVERS AND TRIBUTARIES MAY QUICKLY RISE WITH SWIFTER CURRENTS.
      SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY BECOME SWOLLEN
      AND OVERFLOW IN SPOTS.
    - FLOOD WATERS CAN ENTER A FEW STRUCTURES, ESPECIALLY IN USUALLY
      VULNERABLE SPOTS. A FEW PLACES WHERE RAPID PONDING OF WATER
      OCCURS AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
      AREAS. SEVERAL STORM DRAINS AND RETENTION PONDS BECOME
      NEAR-FULL AND BEGIN TO OVERFLOW. SOME BRIEF ROAD AND BRIDGE
      CLOSURES.

ELSEWHERE ACROSS EASTERN NORTH CAROLINA, LITTLE TO NO IMPACT IS
ANTICIPATED.
