DISCUSSION AND 48-HOUR OUTLOOK

At 1100 PM AST (0300 UTC), the center of Tropical Storm Kate was
located near latitude 40.1 North, longitude 52.3 West. Kate is
moving toward the east-northeast near 41 mph (67 km/h).  A slower
forward speed toward the east-northeast is expected during the next
couple of days.

Maximum sustained winds have decreased to near 70 mph (110 km/h)
with higher gusts.  Kate is forecast to become a post-tropical
cyclone on Thursday, and only slowly weaken during the next 48
hours.

Tropical storm force winds extend outward up to 240 miles (390 km)
from the center.

The estimated minimum central pressure is 983 mb (29.03 inches).
