SITUATION OVERVIEW
------------------

TROPICAL STORM BILL...LOCATED AT 27.9 DEGREES NORTH AND 95.7 DEGREES
WEST AS OF 4 AM CDT...IS FORECAST TO MAKE LANDFALL NEAR MATAGORDA BAY
LATER THIS MORNING. MAXIMUM SUSTAINED WINDS ARE NEAR 50 MPH WITH GUSTS
TO AROUND 60 MPH...ESPECIALLY EAST AND NORTHEAST OF THE CENTER OF THE
STORM.

INITIALLY...THE MAIN IMPACT FROM BILL WILL BE TROPICAL STORM FORCE
WINDS AND STORM SURGE. A STORM SURGE OF 1 TO 2 FEET IS EXPECTED.
AT 4 AM CDT...LARGE SEAS OF 8 TO 13 FEET WITH A PERIOD OF AROUND
11 SECONDS WERE OCCURRING OVER THE GULF WATERS 45 NAUTICAL MILES
SOUTHEAST OF BAFFIN BAY AND 90 NAUTICAL MILES EAST OF PORT ARANSAS.

FURTHER...TIDE LEVELS AS OF 4 AM CDT WERE AROUND 1.5 FEET ABOVE PREDICTED
LEVELS WITH TIDE LEVELS OF UP TO NEAR 2 FEET ABOVE PREDICTED ARE EXPECTED
AS BILL MAKES LANDFALL. THESE TIDE LEVELS WILL RESULT IN COASTAL FLOODING
ALONG SOUTH TEXAS BEACHES...ESPECIALLY NORTH OF PORT ARANSAS. IN ADDITION...
DANGEROUS RIP CURRENTS WILL CONTINUE TO OCCUR.

TROPICAL STORM FORCE WINDS ARE EXPECTED TO IMPACT AN AREA GENERALLY
FROM NEAR CORPUS CHRISTI NORTHWARD THIS MORNING. WIND SPEEDS WILL
GRADUALLY DECAY DURING THE AFTERNOON AS BILL MOVES FARTHER INLAND
AND WEAKENS.

A MAJOR CONCERN OR IMPACT FROM BILL WILL BE VERY HEAVY RAINFALL ASSOCIATED
WITH BANDS OF SHOWERS THAT WILL MOVE ACROSS SOUTH TEXAS. THE HEAVIEST
RAINFALL WILL OCCUR GENERALLY NORTH AND EAST OF THE CENTER OF THE
TROPICAL STORM.

TOTAL RAINFALL AMOUNTS TODAY THROUGH THURSDAY ARE EXPECTED RANGE FROM
4 TO 8 INCHES INCLUSIVE NORTH AND EAST OF A SEADRIFT TO PORT LAVACA
LINE...WITH 3 TO 5 INCHES NORTH AND EAST OF A CORPUS CHRISTI TO
BEEVILLE LINE. ISOLATED AMOUNTS UP TO 10 INCHES ARE POSSIBLE...ESPECIALLY
OVER AREAS NORTH OF PORT ARANSAS.

ISOLATED WATERSPOUTS AND TORNADOES ARE POSSIBLE TODAY. THE GREATEST
THREAT FOR WATERSPOUTS WILL BE OVER THE NEARSHORE COASTAL WATERS
NORTH OF PORT ARANSAS. THE GREATEST THREAT FOR TORNADOES WILL BE
EAST OF A LINE FROM PORT ARANSAS TO GOLIAD.

POTENTIAL IMPACTS
-----------------

* WIND: POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
  THE COASTAL WATERS NORTH OF PORT ARANSAS. THESE WIND IMPACTS WILL
  INCLUDE THE NORTHERN COASTAL BEND AND THE VICTORIA CROSSROADS...
  ESPECIALLY THE COUNTIES OF VICTORIA...CALHOUN...ARANSAS...AND REFUGIO.

THESE IMPACTS INCLUDE:

    - DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
      MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.

    - MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
      UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
      SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.

    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
      OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.

    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.

ALSO, PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
ACROSS THE REMAINDER OF THE COUNTIES IN THE TROPICAL STORM
WARNING...INCLUDING GOLIAD...SAN PATRICIO...NUECES AND KLEBERG.

* SURGE: REMAIN WELL AWAY FROM LOCALLY HAZARDOUS SURGE HAVING
  POSSIBLE LIMITED IMPACTS ACROSS CALHOUN COUNTY ESPECIALLY NEAR
  PORT O'CONNOR. ALSO...COASTAL FLOODING OR MINOR TIDAL OVERFLOW
  WILL OCCUR OVER SOME AREAS NEAR AND SOUTH OF PORT O'CONNOR.

  POTENTIAL IMPACTS INCLUDE:

    - LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
      IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
      FARTHER INLAND NEAR WHERE HIGHER SURGE WATERS MOVE ASHORE.

    - SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
      WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
      SURGE WATER COVERS THE ROAD.

    - MODERATE BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
      IN USUALLY VULNERABLE LOCATIONS.

    - STRONG RIP CURRENTS.

    - MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
      AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.

PLEASE NOTE THAT PADRE ISLAND NATIONAL SEASHORE HAS CLOSED BEACHES TO
TRAFFIC AHEAD OF TROPICAL STORM BILL. BEACH GOERS ARE STRONGLY
ENCOURAGED TO NOT DRIVE ON AREA BEACHES OR GO SWIMMING THROUGH
TUESDAY.

* FLOODING RAIN: PROTECT AGAINST DANGEROUS RAINFALL FLOODING
  HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS MUCH OF THE COASTAL
  BEND AND VICTORIA CROSSROADS AREA. A FLASH FLOOD WATCH IS IN
  EFFECT FOR GOLIAD...VICTORIA...BEE...CALHOUN...REFUGIO...
  ARANSAS...SAN PATRICIO...NUECES AND KLEBERG THROUGH WEDNESDAY
  EVENING.

* POTENTIAL IMPACTS INCLUDE:

    - MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.

    - RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
      MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, ARROYOS, AND
      DITCHES MAY BECOME DANGEROUS RIVERS.

    - FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
      COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
      AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
      STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
      UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
      MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.

* TORNADOES: POTENTIAL IMPACTS FROM WATERSPOUTS ARE UNFOLDING
  ACROSS THE COASTAL WATERS NORTH OF PORT ARANSAS. THE RISK FOR
  TORNADOES WILL INCREASE THIS MORNING GENERALLY EAST OF A LINE
  FROM PORT ARANSAS TO GOLIAD. POTENTIAL IMPACTS INCLUDE:

    - THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
      OF EMERGENCY PLANS DURING TROPICAL EVENTS.

    - A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
      AND COMMUNICATIONS DISRUPTIONS.

    - LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
      TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
      LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
      KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
      PULLED FROM MOORINGS.

ELSEWHERE ACROSS SOUTH TEXAS, LITTLE TO NO IMPACT IS ANTICIPATED.

PRECAUTIONARY/PREPAREDNESS ACTIONS

* EVACUATIONS: FOR THOSE UNDER EVACUATION ORDERS, LEAVE AS SOON AS
  PRACTICAL WITH A DESTINATION IN MIND. GAS UP YOUR VEHICLE WELL
  AHEAD OF TIME. BE SURE THAT YOU TAKE ALL ESSENTIAL MATERIALS
  FROM YOUR EMERGENCY SUPPLIES KIT. LET OTHERS KNOW WHERE YOU ARE
  GOING AND WHEN YOU INTEND TO ARRIVE.

IF EVACUATING THE AREA, STICK TO PRESCRIBED EVACUATION ROUTES. LOOK FOR
ADDITIONAL TRAFFIC INFORMATION ON ROADWAY SMART SIGNS AND LISTEN TO
SELECT RADIO CHANNELS FOR FURTHER TRAVEL INSTRUCTIONS. DRIVERS SHOULD
NOT USE CELL PHONES WHILE OPERATING VEHICLES.

IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS FROM
TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION, ESPECIALLY IF BEING
OFFICIALLY RECOMMENDED. RELOCATE TO A PREDETERMINED SHELTER OR SAFE
DESTINATION.
