SITUATION OVERVIEW

NEWLY FORMED TROPICAL STORM BILL...LOCATED AT 27.1 DEGREES NORTH
AND 94.2 DEGREES WEST AS OF 10 PM...IS FORECAST TO MAKE LANDFALL
NEAR MATAGORDA BAY AROUND SUNRISE TUESDAY MORNING AS A MODERATE
TROPICAL STORM. BILL IS PRODUCING MAXIMUM SUSTAINED WINDS OF 50
MPH...AND IS FORECAST TO PRODUCE MAXIMUM SUSTAINED WINDS NEAR 60
MPH BEFORE MAKING LANDFALL NEAR SUNRISE TUESDAY MORNING. GUSTS TO
NEAR 70 MPH ARE ALSO EXPECTED...ESPECIALLY BUT NOT EXCLUSIVELY ON
THE EAST SIDE AND NEAR THE CENTER OF THE STORM.

INITIALLY...THE MAIN IMPACT FROM BILL WILL BE THE TROPICAL STORM
FORCE WINDS AND STORM SURGE. INUNDATIONS OF UP TO 1 FOOT ARE
EXPECTED...MAINLY NEAR PORT O'CONNOR...WITH MUCH LOWER AMOUNTS
FARTHER SOUTH. LARGE SWELLS OF 6 TO 8 FEET ARE ALREADY OCCURRING
OVER THE GULF WATERS 45 NM SOUTHEAST OF BAFFIN BAY AND 90 NM EAST
OF PORT ARANSAS...AND SWELLS WILL LIKELY INCREASE THROUGH EARLY
TUESDAY MORNING.

HOWEVER...THE GREATEST CONCERN OR IMPACT FROM BILL WILL BE HEAVY
RAINFALL...ESPECIALLY TUESDAY THROUGH WEDNESDAY NIGHT.

ALSO...TIDE LEVELS AROUND 1 FOOT ABOVE PREDICTED LEVELS ARE ALREADY
OCCURRING...AND TIDE LEVELS OF 1 TO 2 FEET ABOVE PREDICTED TIDE
LEVELS CAN BE EXPECTED AS BILL MAKES LANDFALL. THIS WILL RESULT IN
COASTAL FLOODING ALONG SOUTH TEXAS BEACHES...ESPECIALLY BUT NOT
EXCLUSIVELY NORTH OF PORT ARANSAS. ALONG WITH THAT...DANGEROUS RIP
CURRENTS WILL CONTINUE TO OCCUR AT LEAST THROUGH TUESDAY
AFTERNOON.

TROPICAL STORM FORCE WINDS ARE EXPECTED TO IMPACT AN AREA
GENERALLY FROM PORT ARANSAS NORTHWARD AND EASTWARD TUESDAY
MORNING...WITH TROPICAL STORM FORCE WINDS EXPECTED TO DEVELOP
BEFORE SUNRISE TUESDAY MORNING. SOUTH OF PORT ARANSAS...TROPICAL
STORM FORCE WINDS WILL BE POSSIBLE...WITH SOME TROPICAL STORM
FORCE WIND GUSTS IN SQUALLS. TROPICAL STORM FORCE WINDS WILL CEASE
BY LATE TUESDAY AFTERNOON AS BILL MOVES FARTHER INLAND...BUT SEAS
WILL REMAIN ELEVATED WITH SMALL CRAFT ADVISORY WINDS STILL
EXPECTED OVER THE GULF WATERS.

STORM TOTAL RAINFALL AMOUNTS BETWEEN 5 AND 7 INCHES WILL BE POSSIBLE
NEAR AND EAST OF A ROCKPORT TO GOLIAD LINE...WITH MORE THAN 3 INCHES
NEAR AND EAST OF A ROBSTOWN TO GEORGE WEST LINE. ISOLATED AMOUNTS OF
10 OR MORE INCHES ARE LIKELY...ESPECIALLY OVER AREAS NEAR AND NORTH
OF PORT ARANSAS.

ISOLATED TORNADOES WILL ALSO BE POSSIBLE AFTER MIDNIGHT MONDAY
EVENING THROUGH TUESDAY AFTERNOON...MAINLY NORTH AND EAST OF A
PORT ARANSAS TO GOLIAD LINE.

POTENTIAL IMPACTS

* FLOODING RAIN: PROTECT AGAINST DANGEROUS RAINFALL FLOODING
  HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS MUCH OF THE COASTAL
  BEND AND VICTORIA CROSSROADS AREA. A FLASH FLOOD WATCH IS IN
  EFFECT FOR GOLIAD...VICTORIA...BEE...CALHOUN....REFUGIO...
  ARANSAS...SAN PATRICIO...NUECES AND KLEBERG THROUGH WEDNESDAY
  EVENING.

* POTENTIAL IMPACTS INCLUDE:
  - MODERATE RAINFALL FLOODING MAY PROMPT SEVERAL EVACUATIONS
    AND RESCUES.

  - RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH
    SWIFTER CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES,
    ESPECIALLY IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS,
    CANALS, ARROYOS, AND DITCHES OVERFLOW.

  - FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
    SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID INUNDATION
    AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE AREAS.
    SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS STORM
    DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
    BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.

PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS .

* WIND: PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT
  IMPACTS...ESPECIALLY ACROSS THE VICTORIA CROSSROADS REGION AND
  NORTHEASTERN COASTAL BEND...ESPECIALLY THE COUNTIES OF
  VICTORIA...CALHOUN...ARANSAS...AND REFUGIO. POTENTIAL IMPACTS
  IN THIS AREA INCLUDE:

  - SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
    TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
    EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES.
    MOBILE HOMES DAMAGED, ESPECIALLY IF UNANCHORED.
    UNSECURED LIGHTWEIGHT OBJECTS BECOME DANGEROUS PROJECTILES.

  - SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
    NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL FENCES
    AND ROADWAY SIGNS BLOWN OVER.

  - SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
    OR HEAVILY WOODED PLACES. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
    ROUTES IMPASSABLE.

  - ISOLATED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
    IN AREAS WITH ABOVE GROUND LINES.

ALSO, PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
ACROSS THE REMAINDER OF THE COUNTIES IN THE TROPICAL STORM
WARNING...INCLUDING GOLIAD...SAN PATRICIO...NUECES AND KLEBERG.

ELSEWHERE ACROSS SOUTH TEXAS, LITTLE TO NO IMPACT IS ANTICIPATED.

* SURGE: PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE
  LIMITED IMPACTS ACROSS CALHOUN COUNTY ESPECIALLY NEAR PORT
  O'CONNOR. ALSO...COASTAL FLOODING OR MINOR TIDAL OVERFLOW WILL
  OCCUR OVER SOME AREAS NEAR AND SOUTH OF PORT O'CONNOR. POTENTIAL
  IMPACTS IN THIS AREA INCLUDE:

  - LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
    IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS FARTHER
    INLAND NEAR WHERE HIGHER SURGE WATERS MOVE ASHORE.

  - SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
    WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
    SURGE WATER COVERS THE ROAD.

  - MINOR BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
    IN USUALLY VULNERABLE LOCATIONS.

  - STRONG RIP CURRENTS.

  - MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS,
    BOARDWALKS, AND PIERS. A FEW SMALL CRAFT BROKEN AWAY
    FROM MOORINGS.

 NOTE THAT PADRE ISLAND NATIONAL SEASHORE HAS CLOSED BEACHES TO
 TRAFFIC AHEAD OF TROPICAL STORM BILL. BEACH GOERS ARE STRONGLY
 ENCOURAGED TO NOT DRIVE ON AREA BEACHES OR GO SWIMMING THROUGH
 TUESDAY.

ELSEWHERE ACROSS SOUTH TEXAS, LITTLE TO NO IMPACT IS ANTICIPATED.

* TORNADOES: PROTECT AGAINST ISOLATED BRIEF TORNADOS...ESPECIALLY
  AREAS NORTH AND EAST OF A PORT ARANSAS TO GOLIAD LINE. POTENTIAL
  IMPACTS INCLUDE:

  - THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
    OF EMERGENCY PLANS DURING TROPICAL EVENTS.

  - A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
    AND COMMUNICATIONS DISRUPTIONS.

  - LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
    TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
    LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
    KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
    PULLED FROM MOORINGS.

ELSEWHERE ACROSS SOUTH TEXAS, LITTLE TO NO IMPACT IS ANTICIPATED.

* EVACUATIONS: IF EVACUATION ORDERS ARE GIVEN, LEAVE AS SOON AS
  PRACTICAL WITH A DESTINATION IN MIND. GAS UP YOUR VEHICLE WELL
  AHEAD OF TIME. BE SURE THAT YOU TAKE ALL ESSENTIAL MATERIALS
  FROM YOUR EMERGENCY SUPPLIES KIT. LET OTHERS KNOW WHERE YOU ARE
  GOING AND WHEN YOU INTEND TO ARRIVE.

IF EVACUATING THE AREA, STICK TO PRESCRIBED EVACUATION ROUTES.
LOOK FOR ADDITIONAL TRAFFIC INFORMATION ON ROADWAY SMART SIGNS AND
LISTEN TO SELECT RADIO CHANNELS FOR FURTHER TRAVEL INSTRUCTIONS.
DRIVERS SHOULD NOT USE CELL PHONES WHILE OPERATING VEHICLES.

IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS FROM
TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION, ESPECIALLY IF
BEING OFFICIALLY RECOMMENDED. RELOCATE TO A PREDETERMINED SHELTER
OR SAFE DESTINATION.

IF EVACUATING AWAY FROM THE AREA OR RELOCATING TO A NEARBY
SHELTER, LEAVE EARLY BEFORE WEATHER CONDITIONS BECOME HAZARDOUS.

DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH
AND FLOOD WATERS ABATE.

CHECK-IN WITH YOUR EMERGENCY POINTS OF CONTACT AMONG FAMILY,
FRIENDS, AND WORKMATES. INFORM THEM OF YOUR STATUS AND WELL-BEING.
