AT 100 AM CDT...0600 UTC...THE CENTER OF TROPICAL STORM FERNAND WAS
LOCATED NEAR LATITUDE 19.6 NORTH...LONGITUDE 96.4 WEST.  FERNAND IS
MOVING TOWARD THE WEST-NORTHWEST NEAR 9 MPH...15 KM/H.  A WEST-
NORTHWESTWARD MOTION WITH SOME DECREASE IN FORWARD SPEED IS
EXPECTED OVER THE NEXT DAY OR SO.  ON THE FORECAST TRACK...THE
CENTER SHOULD MOVE OVER THE STATE OF VERACRUZ TODAY AND TONIGHT.

MAXIMUM SUSTAINED WINDS ARE NEAR 50 MPH...85 KM/H...WITH HIGHER
GUSTS.  WEAKENING WILL OCCUR WHILE THE CENTER MOVES OVER LAND TODAY
AND TONIGHT.

TROPICAL-STORM-FORCE WINDS EXTEND OUTWARD UP TO 35 MILES...55 KM
FROM THE CENTER.  A SUSTAINED WIND OF 44 MPH...71 KM/H WITH A GUST
TO 54 MPH...87 KM/H WAS REPORTED RECENTLY AT LA MANCHA BEACH.

THE ESTIMATED MINIMUM CENTRAL PRESSURE IS 1003 MB...29.62 INCHES.

12 INCHES POSSIBLE.  THESE RAINS COULD CAUSE LIFE-THREATENING FLASH
