PUERTO RICO AND U.S. VIRGIN ISLANDS.

WATCH CONTINUES FOR ALL OF PUERTO RICO AND THE U.S. VIRGIN
ISLANDS COASTAL WATERS.

A FLASH FLOOD WATCH IS IN EFFECT FOR ALL OF PUERTO RICO AND THE

LATITUDE 15.8N...LONGITUDE 60.2W. THIS WAS ABOUT 420 MILES
EAST-SOUTHEAST OF SAN JUAN PR...OR ABOUT 330 MILES EAST-SOUTHEAST
OF SAINT CROIX VI. STORM MOTION WAS W OR 280 DEGREES AT 21 MPH.
STORM INTENSITY WAS 45 MPH.

.SITUATION OVERVIEW...
A GENERAL CONCERN CONTINUES TO BE THE POSSIBILITY OF SIGNIFICANT
WIND DAMAGE AND HEAVY RAINFALL WITH FLOODING ACROSS MANY SECTIONS
OF PUERTO RICO AND THE U.S. VIRGIN ISLANDS. IN ADDITION...IT IS
BECOMING MORE PROBABLE THAT A STORM SURGE WILL RAISE WATER LEVELS
BY AS MUCH AS 1 TO 3 FEET ABOVE NORMAL TIDE LEVELS IN PUERTO RICO
AND THE U.S. VIRGIN ISLANDS. NEAR THE COAST...THE SURGE WILL BE
ACCOMPANIED BY DANGEROUS BATTERING WAVES.

FORCE WINDS ARE EXPECTED TO BEGIN BY LATE THURSDAY MORNING OVER
PORTIONS OF THE U.S. VIRGIN ISLANDS AND BY THURSDAY AFTERNOON
REACH EASTERN AND SOUTHERN PUERTO RICO. MAXIMUM WINDS ARE
CURRENTLY FORECAST TO BE IN THE 30 TO 50 MPH RANGE WITH HIGHER
GUSTS.

DAMAGING WINDS ARE EXPECTED. HOUSES OF POOR TO AVERAGE
CONSTRUCTION WILL SEE SOME DAMAGE. SOME WINDOWS WILL BE BLOWN
OUT. UNFASTENED HOME ITEMS OF LIGHT TO MODERATE WEIGHT CAN EASILY
BECOME PROJECTILES...CAUSING ADDITIONAL DAMAGE AND POSSIBLE
INJURY. ELECTRIC POLES WILL BE BLOWN DOWN. MANY LARGE BRANCHES OF
HEALTHY TREES MAY BE SNAPPED AND WEAKENED. SMALL TO MEDIUM SIZED
TREES MAY BE UPROOTED...ESPECIALLY WHERE THE GROUND IS
SATURATED...OR SNAPPED. POWER OUTAGES WILL AFFECT ENTIRE
NEIGHBORHOODS...ESPECIALLY IN AREAS WITH NUMEROUS DOWNED TREES
AND POWER LINES.

A FLASH FLOOD WATCH IS IN EFFECT FOR THE ENTIRE AREA. SEE LATEST
FORECAST FOR LATEST INFORMATION. LISTEN FOR POSSIBLE FLOOD
WARNINGS FOR YOUR LOCATION...AND BE READY TO ACT IF FLOODING
RAINS OCCUR.

RAINBANDS WITH EMBEDDED TORRENTIAL DOWNPOURS ASSOCIATED WITH
TROPICAL STORM ISAAC ARE EXPECTED TO BEGIN AFFECTING THE U.S.
VIRGIN ISLANDS AS EARLY AS THIS AFTERNOON...AND PUERTO RICO THIS
EVENING. THESE RAINBANDS WILL EVENTUALLY GENERATE ENOUGH RUNOFF TO
CAUSE SIGNIFICANT RIVER RISES ON AREA RIVERS...STREAMS AND GUTS.
RAINFALL AMOUNTS AVERAGING THREE INCHES WITH LOCALIZED HIGHER
AMOUNTS OF 6 INCHES OR MORE ARE POSSIBLE ACROSS THE ISLANDS.
MUDSLIDES AND DEBRIS FLOW ARE ALSO POSSIBLE IN AREAS OF STEEP
TERRAIN.

...STORM SURGE AND STORM TIDE...
THE IMPACT FROM COMBINED STORM SURGE AND TIDE WATERS DEPEND ON
THE PRECISE SIZE...INTENSITY AND TRACK OF THE SYSTEM AS IT
APPROACHES THE COAST. AT THIS TIME...THE STORM SURGE IS FORECAST
TO RANGE FROM 1 TO 3 FEET...WITH ISOLATED HIGHER LEVELS IN
SOUTHWEST PUERTO RICO AND SAINT CROIX ON THURSDAY. REMEMBER...
STORM SURGE WILL BE ACCOMPANIED WITH HIGH SEAS.
