CAPE LOOKOUT OR 80 MILES SOUTHWEST OF NAGS HEAD NC. STORM MOTION
WAS NNE OR 15 DEGREES AT 15 MPH. STORM INTENSITY WAS 85 MPH.

WHEN MAKING DECISIONS...DO NOT FOCUS ON THE EXACT FORECAST TRACK.
DUE TO THE SIZE AND THE STRENGTH OF HURRICANE IRENE...SIGNIFICANT
IMPACTS WILL OCCUR WELL AWAY FROM THE STORM CENTER. SIGNIFICANT
STORM SURGE...DAMAGING WINDS AND FRESH WATER FLOODING WILL
CONTINUE THIS AFTERNOON AS IRENE AFFECTS THE AREA. HURRICANE
FORCE WINDS WILL CONTINUE OVER THE AREA...THEN GRADUALLY DIMINISH
FROM SOUTHWEST TO NORTHEAST THIS AFTERNOON AND EVENING.

A FLOOD WATCH IS IN EFFECT FOR ALL OF EASTERN NORTH CAROLINA.
HEAVY RAIN WILL CONTINUE OVER THE AREA THIS MORNING...THEN
DIMINISH THIS AFTERNOON AND EVENING. RAINFALL AMOUNTS OF 6 TO 8
INCHES OVER WESTERN AND EASTERN COUNTIES...WITH 8 TO 15 INCHES
OVER ALONG THE STORM TRACK. ADDITIONAL TOTALS OF 3 TO 5 INCHES
CAN BE EXPECTED THROUGH THIS EVENING. ALONG THE TRACK OF IRENE
ADDITIONAL RAINFALL AMOUNTS OF 5 TO 8 INCHES IS POSSIBLE.

FLOOD WARNINGS ARE IN EFFECT FOR MOST AREAS ACROSS EASTERN NORTH
CAROLINA. RIVER FLOOD WARNINGS ARE IN EFFECT FOR THE TRENT RIVER
AT POLLOCKSVILLE...THE PAMLICO RIVER AT WASHINGTON...AND SWIFT
CREEK ABOVE STREETS FERRY. ADDITIONAL RIVER FLOODING IS LIKELY TO
OCCUR ON SUNDAY AS RESULT OF THE RAINFALL TODAY.

A 5 TO 9 FEET OF SURGE IS EXPECTED ACROSS THE WARNED AREA. AREAS
THAT WILL BE HARDEST HIT WILL BE ADJACENT TO THE PAMLICO SOUND
INCLUDING THE LOWER REACHES OF THE NEUSE AND PAMLICO
RIVERS...OCEANSIDE AREAS SOUTH OF CAPE HATTERAS...AND SOUNDSIDE
OUTER BANKS DARE AND HYDE COUNTIES. THESE WATER LEVELS WILL
PRODUCE MODERATE TO MAJOR FLOODING OF HOMES...ROADS...AND
PROPERTIES.

STORM SURGE WILL CONTINUE TO IMPACT AREAS ACROSS EASTERN NORTH
CAROLINA ADJACENT TO THE PAMLICO AROUND DURING THE AFTERNOON WITH
WATER LEVEL RISES OF 6 TO 9 FEET. HARDEST HIT AREAS WILL BE ACROSS
THE PAMLICO AND NEUSE RIVERS...EASTERN PAMLICO COUNTY...AND
DOWNEAST CARTERET COUNTY. A 4 TO 6 FOOT RISE IS EXPECTED ACROSS
THE NORTHERN PAMLICO SOUND IN MAINLAND HYDE COUNTY. A 6 TO 7 FOOT
RISE IS EXPECTED ON THE SOUNDSIDE OF OUTER BANKS HYDE COUNTY.
EXTENSIVE BEACH EROSION IS EXPECTED OR HAS OCCURRED AS IRENE MOVES
TOWARDS THE NORTHERN OUTER BANKS.

HURRICANE FORCE WINDS CONTINUE TO SPREAD NORTHWARD ACROSS THE
AREA.

10 TO 15 FOOT BREAKERS WILL PRODUCE SEVERE BEACH EROSION...OCEAN
OVERWASH...AND LIFE THREATENING RIP CURRENTS.

WELL ANCHORED MOBILE HOMES WILL HAVE SUBSTANTIAL DAMAGE TO
ROOFS...WALLS...AND WINDOWS...AND COULD BECOME UNINHABITABLE.
SOME HOMES OF FRAME CONSTRUCTION WILL SUSTAIN PARTIAL WALL AND
ROOF FAILURE...AND POSSIBLY BLOWN OUT WINDOWS. LOOSE OUTDOOR
ITEMS WILL BECOME PROJECTILES...CAUSING ADDITIONAL DAMAGE AND
POSSIBLE INJURY. MANY AREAS WILL EXPERIENCE POWER OUTAGES WITH
SOME DOWNED POWER POLES. NUMEROUS LARGE BRANCHES OF HEALTHY TREES
WILL SNAP. SOME TREES WILL BE UPROOTED...ESPECIALLY WHERE THE
GROUND IS SATURATED.

...STORM SURGE AND STORM TIDE...
A DANGEROUS STORM TIDE WILL RAISE WATER LEVELS BY AS MUCH AS 3 TO
5 FEET ABOVE GROUND LEVEL. ALONG THE COAST...THE SURGE WILL BE
ACCOMPANIED BY LARGE... DESTRUCTIVE...AND LIFE-THREATENING WAVES.

AS HURRICANE IRENE MOVES ALONG THE COAST...THE COMBINED STORM
SURGE AND ASTRONOMICAL TIDE WATERS WILL BE UP TO 9 FEET ABOVE MEAN
SEA LEVEL WITHIN AREAS CLOSER TO THE COAST... RESULTING IN WORST
CASE FLOOD INUNDATION OF 4 TO 6 FEET ABOVE GROUND LEVEL SOMEWHERE
WITHIN THE SURGE ZONE.

THE LOCATIONS MOST LIKELY TO REALIZE THE GREATEST FLOODING
INCLUDE THE OUTER BANKS...AREAS ADJACENT TO THE PAMLICO AND
ALBEMARLE SOUNDS...THE NEUSE AND PAMLICO RIVERS...AND ALONG THE
COAST NORTH OF CAPE LOOKOUT.

THERE IS A SIGNIFICANT THREAT TO LIFE AND PROPERTY FROM COASTAL
FLOODING...POTENTIALLY HAVING A MAJOR IMPACT.

SEVERAL COASTAL COMMUNITIES WILL LIKELY BE DAMAGED...WITH THOSE
STRUCTURES NOT RAISED OR PROTECTED BY A SEAWALL BEING SUBJECT TO
SIGNIFICANT FLOODING...ESPECIALLY DURING HIGH TIDE. LARGE WAVES
AND POUNDING SURF WILL ACCENTUATE PROPERTY DAMAGE IN EXPOSED
LOCATIONS. FLOOD WATERS MAY EXTEND WELL INLAND IN SPOTS. MANY
CARS WILL LIKELY BE SUBMERGED OR WASHED AWAY.

SUBSTANTIAL BEACH EROSION WILL OCCUR. MANY ROADS WILL LIKELY BE
DAMAGED OR WASHED OUT BY THE FLOOD WATERS...LEAVING SECTIONS OF
COASTAL COMMUNITIES IN FLOOD PRONE AREAS TEMPORARILY CUT OFF.
ROADWAY TRAVEL MAY BE DANGEROUS WITH SEVERAL ROADS CLOSED.

A FLOOD WATCH IS IN EFFECT FOR ALL OF EASTERN NORTH CAROLINA.
