LOCATIONS AND COASTAL WATER LEGS OF PUERTO RICO AND THE U.S.

VICINITY...NORTHWEST...WESTERN INTERIOR...MAYAGUEZ AND VICINITY...

FOR MARINE INTERESTS...A TROPICAL STORM WARNING CONTINUES FOR
ALL OF PUERTO RICO AND THE U.S. VIRGIN ISLANDS COASTAL WATERS.

A FLASH FLOOD WATCH IS IN EFFECT FOR PORTIONS OF PUERTO RICO AND
THE U.S. VIRGIN ISLANDS. PLEASE LISTEN CLOSELY FOR ANY FLOOD
WARNINGS THAT MIGHT BE IN EFFECT FOR YOUR AREA.

AT 6 AM AST...THE CENTER OF TROPICAL STORM EMILY WAS LOCATED NEAR
LATITUDE 16.5N...LONGITUDE 68.1W. THIS WAS ABOUT 140 MILES
SOUTH-SOUTHWEST OF MAYAGUEZ PR...OR ABOUT 150 MILES SOUTHWEST OF
PONCE PR. STORM MOTION WAS WNW OR 285 DEGREES AT 14 MPH. STORM
INTENSITY WAS 50 MPH.

.SITUATION OVERVIEW...
OUTER RAINBANDS OF EMILY WILL CONTINUE TO MOVE ONSHORE ACROSS
PUERTO RICO TODAY AS EMILY PASSES TO THE SOUTH OF THE ISLAND.
TORRENTIAL DOWNPOURS ACCOMPANIED BY STRONG WIND GUSTS OF 35 TO
45 MPH CAN BE EXPECTED. ISOLATED BRIEF TORNADOES OR WATERSPOUTS ARE
ALSO POSSIBLE EMBEDDED WITHIN RAINBANDS.

...INLAND FLOODING...
A FLASH FLOOD WATCH IS IN EFFECT FOR PORTIONS OF THE AREA. SEE
LATEST FORECAST FOR LATEST INFORMATION. LISTEN FOR POSSIBLE FLOOD
WARNINGS FOR YOUR LOCATION...AND BE READY TO ACT IF FLOODING
RAINS OCCUR.

OUTER RAINBANDS OF EMILY WILL CONTINUE TO MOVE ONSHORE ACROSS
PUERTO RICO TODAY WITH FREQUENT SHOWERS AND ISOLATED
THUNDERSTORMS. THESE RAINBANDS WILL BE CAPABLE OF PRODUCING
TORRENTIAL DOWNPOURS THAT COULD LEAD TO FLASH FLOODING OF SMALL
STREAMS AND URBAN AREAS. RAINFALL AMOUNTS BETWEEN 4 AND 6 INCHES
ARE EXPECTED...WITH ISOLATED MAXIMUM AMOUNTS OF 10 INCHES POSSIBLE
IN AREAS OF STEEP TERRAIN. MUDSLIDES AND DEBRIS FLOW ARE ALSO
POSSIBLE IN AREAS OF STEEP TERRAIN.


...TORNADOES AND WATERSPOUTS...

ISOLATED BRIEF TORNADOES ARE POSSIBLE ESPECIALLY ALONG THE SOUTH
AND SOUTHEASTERN COASTS OF PUERTO RICO TODAY. TORNADOES ASSOCIATED WITH
TROPICAL CYCLONES ARE SELDOM ACCOMPANIED BY LIGHTNING AND OFTEN
OCCUR EMBEDDED IN THE RAINBANDS FAR REMOVED FROM THE CENTER. THESE
TORNADOES ARE FAST MOVING AND SHORT-LIVED AND DIFFICULT TO OBSERVE
BECAUSE THEY ARE WRAPPED IN HEAVY RAIN.


...WINDS AND SEAS...

SUSTAINED WINDS OF 15 TO 25 MPH WITH GUSTS OF 35 TO 45 MPH CAN BE
EXPECTED ESPECIALLY WITHIN RAINBANDS. HIGHER WINDS ARE POSSIBLE IN
AREAS OF ELEVATED TERRAIN AND OVER WATER.

SEAS OF 8 TO 10 FEET WILL PERSIST THROUGH THE DAY AND BEGIN TO
DIMINISH TONIGHT.

...STORM SURGE AND STORM TIDE...
THE IMPACT FROM COMBINED STORM SURGE AND TIDE WATERS IS EXPECTED
TO BE MINOR...PARTICULARLY ALONG THE SOUTH FACING COASTS. TOTAL
WATER RISES OF 1 TO 2 FEET ARE EXPECTED. IN ADDITION TO ABOVE
NORMAL TIDES...HIGH SURF...AND STRONG RIP CURRENTS ARE EXPECTED.
ALONG THE SOUTH COASTS OF PUERTO RICO AND VIEQUES... VERY ROUGH
SURF WITH BREAKING WAVES APPROACHING 10 FEET WILL CONTINUE THROUGH
THE DAY. WAVE ACTION SURGING UPON THE COASTLINE AND HIGHER THAN
NORMAL WATER LEVELS MAY POSE A THREAT TO LIFE AND PROPERTY AND
PRODUCE MINOR BEACH EROSION.
