...TROPICAL STORM INLAND AND NEARING CHAMBERS COUNTY...

.AT 700 AM CDT THE CENTER OF TROPICAL STORM EDOUARD WAS
LOCATED NEAR LATITUDE 29.6 NORTH...LONGITUDE 94.2 WEST OR ABOUT
16 MILES SOUTHEAST OF WINNIE.

EDOUARD IS MOVING TOWARD THE WEST-NORTHWEST NEAR 14 MPH
AND THIS MOTION IS EXPECTED TO CONTINUE TODAY.

MAXIMUM SUSTAINED WINDS ARE NEAR 65 MPH WITH HIGHER GUSTS
POSSIBLE.  EDOUARD WILL BE WEAKENING THIS MORNING.

TROPICAL STORM FORCE WIND GUSTS EXTEND OUTWARD UP TO 70 MILES
FROM THE CENTER.

A STORM SURGE OF 1 TO 3 FT ABOVE NORMAL BUT IN SOME AREAS HAVE
ALREADY BEGUN TO FALL RAPIDLY.

EDOUARD IS EXPECTED TO PRODUCE TOTAL RAIN ACCUMULATIONS OF 2 TO
5 INCHES WITH SOME ISOLATED MAXIMUM AMOUNTS NEAR 8 INCHES.

ISOLATED TORNADOES MAY BE POSSIBLE OVER PORTIONS SOUTHEAST
TEXAS TODAY.

PATH OF THE STRONGEST WINDS MAY EXPERIENCE LIGHT TO MODERATE
DAMAGE. HOUSES OF POOR CONSTRUCTION MAY HAVE MINOR TO MODERATE
DAMAGE TO SHINGLES...SIDING...GUTTERS...AND WINDOWS. UNFASTENED
OUTDOOR ITEMS OF LIGHT TO MODERATE WEIGHT WILL BECOME AIRBORNE...
CAUSING ADDITIONAL DAMAGE AND POSSIBLE INJURY. SMALL TO MEDIUM

THROUGH THE AFTERNOON HOURS IN MONTGOMERY COUNTY WITH LESSER
AMOUNTS OVER AUSTIN AND FORT BEND COUNTIES. THIS COULD PRODUCE SOME
FLOODING...ESPECIALLY OVER MORE URBANIZED AND LOW LYING AREAS.

ISOLATED TORNADOES WILL BE POSSIBLE AS THE CENTER OF EDOUARD
APPROACHES AND RAIN BANDS SPREAD IN FROM THE EAST. THE THREAT OF

RESIDENTS SHOULD BE PREPARED FOR TROPICAL STORM FORCE WINDS. WIND
SPEEDS ARE FORECAST TO BE HIGHEST NEAR AND TO THE EAST OF THE
CENTER. MOBILE HOMES IN THE PATH OF THE STRONGEST WINDS WILL
EXPERIENCE MODERATE DAMAGE. HOUSES OF POOR TO AVERAGE CONSTRUCTION
WILL HAVE MINOR TO MODERATE DAMAGE TO SHINGLES...SIDING...
GUTTERS...AND WINDOWS. UNFASTENED OUTDOOR ITEMS OF LIGHT TO
MODERATE WEIGHT WILL BECOME AIRBORNE...CAUSING ADDITIONAL DAMAGE
AND POSSIBLE INJURY. LARGE TREE BRANCHES CAN BE SNAPPED...WITH THE
POSSIBILITY FOR SMALL TO MEDIUM SIZED TREES TO BE UPROOTED. THERE
IS A HIGH LIKELIHOOD OF NUMEROUS POWER OUTAGES AS THERE WILL MOST
LIKELY BE POWER LINES DOWNED WITHIN THE TROPICAL STORM FORCE WIND FIELD.

A STORM SURGE OF 2 FEET IS EXPECTED FOR A FEW PORTIONS OF GALVESTON BAY
REGION. RAPID FLUCTUATIONS ARE POSSIBLE AS WIND SPEED AND DIRECTIONS CHANGE
QUICKLY THIS MORNING. IN SOME LOCATIONS THE WATER LEVELS HAVE ALREADY
BEGUN TO DROP. THE WATER LEVELS BELOW ARE BASED ON THE CURRENT TRACK OF
EDOUARD TO THE WEST NORTHWEST. TIDE LEVELS HAVE BEEN LOWERED FOR THE MOST
PART AND ESPECIALLY FOR THE GULF FACING BEACHES...BUT AREAS ALONG THE
NORTH SIDE OF GALVESTON ISLAND...AROUND EAST BAY AND BOLIVAR MAY
SEE A QUICK RUN UP OF TIDE LEVELS AS THE NORTHERLY WIND SPEEDS
INCREASE THIS MORNING.

RADAR INDICATING STRONG WINDS OF 30 TO 45 KNOTS SURROUNDING THE STORM
WITH HIGHER GUSTS OF 60 TO 70 MPH POSSIBLE. TROPICAL STORM FORCE
WIND GUSTS WILL SPREAD WEST ACROSS THE AREA THIS MORNING AS EDOUARD
CONTINUES TO MOVE WEST NORTHWEST THIS MORNING. THE STRONGER
WINDS WILL BE MORE LIKELY IN CHAMBERS...LIBERTY...GALVESTON AND HARRIS
COUNTIES THIS MORNING.  THE WINDS SHOULD BEGIN TO RELAX DURING THE
AFTERNOON.

BUOYS OFFSHORE HAVE ALREADY HAD GUSTS OF 38 TO 47 KNOTS.
STRONG TROPICAL STORM FORCE GUSTS WILL OCCUR THROUGHOUT THE
MORNING. THE WINDS SHOULD RELAX DURING THE AFTERNOON HOURS.
WATERS WILL BE VERY ROUGH AND SEAS OF 6 TO 11 FEET WILL
BE LIKELY.
