...TROPICAL STORM EDOUARD IS MOVING ERRATICALLY WESTWARD AS TROPICAL
STORM CONDITIONS ARE BRUSHING THE LOUISIANA COAST...

AT 700 PM CDT...THE CENTER OF TROPICAL STORM EDOUARD WAS LOCATED
NEAR LATITUDE 28.4 NORTH...LONGITUDE 91.6 WEST OR ABOUT 125 MILES
SOUTH-SOUTHEAST OF LAFAYETTE LOUISIANA AND ABOUT 205 MILES EAST-
SOUTHEAST OF GALVESTON TEXAS.

EDOUARD IS MOVING TOWARD THE WEST NEAR 7 MPH. A TURN TO THE WEST-
NORTHWEST IS EXPECT TO OCCUR TONIGHT...AND THE CENTER OF EDOUARD
SHOULD BE VERY NEAR THE UPPER TEXAS COAST BY MIDDAY TOMORROW. DURING
THE PAST FEW HOURS...THERE HAS BEEN SOME ERRATIC MOTION DUE TO
REFORMATION OF THE CENTER.

MAXIMUM SUSTAINED WINDS REMAIN NEAR 45 MPH...WITH HIGHER GUSTS.
EDOUARD HAS NOT STRENGTHENED THIS EVENING. HOWEVER...IT IS
EXPECTED TO BE VERY NEAR HURRICANE STRENGTH BY THE TIME IT REACHES
THE COASTLINE DURING THE DAY TOMORROW.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 70 MILES FROM THE
CENTER.

EVACUATIONS ARE NOT PLANNED FOR ANY OF THE WARNED COUNTIES.
ABANDONED VEHICLES ON HARRIS COUNTY TOLL ROADS WILL BE TOWED.
ALL GALVESTON COUNTY GOVERNMENT OFFICES ARE CLOSED ON TUESDAY.
THE JOHNSON SPACE CENTER WILL REMAIN CLOSED THROUGH TOMORROW.

RESIDENTS SHOULD PREPARE FOR TROPICAL STORM FORCE WINDS. WIND
SPEEDS ARE FORECAST TO BE HIGHEST NEAR AND TO THE EAST OF WHERE
THE CENTER MAKES LANDFALL. MOBILE HOMES IN THE PATH OF THE
STRONGEST WINDS WILL EXPERIENCE MODERATE DAMAGE. HOUSES OF POOR TO
AVERAGE CONSTRUCTION WILL HAVE DAMAGE TO SHINGLES...SIDING...AND
GUTTERS. SOME WINDOWS WILL BE BLOWN OUT. UNFASTENED OUTDOOR ITEMS
OF LIGHT TO MODERATE WEIGHT WILL BECOME AIRBORNE...CAUSING
ADDITIONAL DAMAGE AND POSSIBLE INJURY. MANY LARGE TREE BRANCHES
WILL BE SNAPPED...WITH ROTTING SMALL TO MEDIUM SIZED TREES
UPROOTED. DOZENS OF POWER LINES WILL BE BLOWN DOWN WITH THE HIGH
LIKELIHOOD OF LOCAL POWER OUTAGES.

...STORM SURGE AND STORM TIDE...

A STORM SURGE OF 2 TO 4 FEET IS EXPECTED NEAR AND JUST TO THE
EAST OF WHERE EDOUARD MAKES LANDFALL. THE WATER LEVELS BELOW ARE
BASED BASED ON THE LANDFALL OF A STRONG TROPICAL STORM IN THE
VICINITY OF GALVESTON BAY. SHOULD THE STORM MOVE INLAND EAST OF
GALVESTON COUNTY THESE VALUES WILL END UP BEING MUCH LOWER.

ALONG THE COAST...GENERALLY EAST OF FREEPORT...AND PERSIST
THROUGH THE AFTERNOON HOURS. TROPICAL STORM FORCE WINDS SHOULD
THEN SPREAD INLAND DURING THE LATE MORNING AND AFTERNOON HOURS.

...INLAND FLOODING...

AVERAGE RAINFALL AMOUNTS OF 4 TO 6 INCHES WITH ISOLATED AMOUNTS
OF 10 INCHES ARE POSSIBLE...ESPECIALLY ALONG AND TO THE NORTHEAST OF
EDOUARD'S TRACK. THIS RAINFALL COULD PRODUCE SOME FLOODING
PROBLEMS...ESPECIALLY ACROSS URBAN AREAS.

...TORNADOES...

ISOLATED TORNADOES WILL BE POSSIBLE AS THE TROPICAL STORM APPROACHES
AND RAIN BANDS BEGIN TO IMPACT THE COASTLINE. THIS THREAT SHOULD BEGIN
EARLY TUESDAY MORNING. AGAIN THE BEST LOCATION FOR THESE TO OCCUR
WILL BE ON THE EASTERN HALF OF THE STORM.
