AT 11 AM AST...1500Z...THE CENTER OF TROPICAL STORM HARVEY WAS
LOCATED NEAR LATITUDE 35.8 NORTH... LONGITUDE  53.5 WEST OR ABOUT
755 MILES...1215 KM... SOUTH OF CAPE RACE NEWFOUNDLAND.

HARVEY IS MOVING TOWARD THE NORTHEAST NEAR 12 MPH...19 KM/HR...AND
THIS MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS.

MAXIMUM SUSTAINED WINDS ARE NEAR  50 MPH... 85 KM/HR...WITH HIGHER
GUSTS.  LITTLE CHANGE IN STRENGTH IS FORECAST DURING THE NEXT 24
