AT 8 AM EDT...1200Z...THE CENTER OF TROPICAL STORM JEANNE WAS
LOCATED OVER SOUTHWESTERN GEORGIA NEAR LATITUDE 31.0 NORTH...
LONGITUDE 83.8 WEST...OR NEAR MOULTRIE GEORGIA. JEANNE IS MOVING
TOWARD THE NORTH-NORTHWEST NEAR 12 MPH.  A TURN TO THE NORTH-
NORTHEAST IS EXPECTED OVER THE NEXT 24 HOURS. MAXIMUM SUSTAINED WINDS
ARE NEAR  45 MPH...WITH HIGHER GUSTS.  JEANNE IS EXPECTED TO WEAKEN
TO A TROPICAL DEPRESSION BY LATE TODAY.

AT 800 AM WIND GUSTS OF 36 MPH HAVE BEEN REPORTED AT JACKSONVILLE
INTERNATIONAL AIRPORT. OTHER RECENT LOCAL WIND GUSTS REPORTS...

WHILE WINDS ARE SLOWLY DIMINISHING ACROSS THE AREA...THE CIRCULATION
OF JEANNE REMAINS ROBUST AND WINDY CONDITIONS WILL CONTINUE EARLY
TODAY WITH WINDS STILL GUSTING IN THE 30 TO 40 MPH RANGE. THESE
WINDS WILL SLOWLY DIMINISH TO BETWEEN 20 AND 30 MPH DURING THE
AFTERNOON.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
WHILE THE WORST OF THE STORM HAS NOW PASSED...RESIDENTS AND LOCAL
INTERESTS SHOULD USE EXTREME CAUTION UNTIL THE WINDS AND TIDES
SUBSIDE. PERSONS IN THE WARNING AREA SHOULD CONTINUE TO HEED THE
ADVICE OF EMERGENCY MANAGEMENT OFFICIALS. AVOID DOWNED POWER LINES
AND REMEMBER TO TREAT ALL DOWNED POWERLINES AS IF THEY WERE LIVE.
GENERATORS SHOULD ONLY BE USED IN WELL VENTILATED AREAS...DO NOT RUN
GENERATORS IN GARAGES OR SHEDS. NEVER USE CANDLES OR ANY OPEN FLAME
FOR LIGHTING DUE TO THE RISK OF FIRE.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES ON THE OPEN OCEAN ARE ABOUT 1 TO 2 FEET ABOVE NORMAL AND
SHOULD RETURN TO NORMAL BY LATER TODAY. TIDES ON THE ST JOHNS RIVER
WILL CONTINUE TO BE 3 TO 4 FEET ABOVE NORMAL TODAY. TIDES ON THE
RIVER AND ITS TRIBUTARIES WILL BE VERY SLOW TO DECREASE AND MAY
TAKE SEVERAL DAYS TO RETURN TO NORMAL.

...WIND IMPACTS...
DUVAL...FLAGLER...NASSAU AND ST. JOHNS COUNTIES CONTINUE TO REPORT
SUSTAINED WINDS BETWEEN 25 AND 30 MPH WITH GUSTS TO 40 MPH. THE
HIGHEST WINDS WILL BE ALONG THE IMMEDIATE BEACHES AND THE ST JOHNS
RIVER. THESE CONDITIONS WILL CONTINUE TO VERY SLOWLY IMPROVE THIS
MORNING.

CAMDEN AND GLYNN COUNTIES...WINDS OF 25 TO 35 MPH WITH GUSTS TO 45
MPH WILL CONTINUE THIS MORNING. CONDITIONS WILL VERY SLOWLY IMPROVE
THROUGH THE DAY.

ALACHUA...BRADFORD...CLAY...GILCHRIST...MARION...PUTNAM AND
UNION...BAKER...COLUMBIA...SUWANNEE AND HAMILTON  COUNTIES...WINDS
WILL BE 20 TO 30 MPH WITH OCCASIONAL GUSTS TO 40 MPH THIS MORNING.
CONDITIONS WILL VERY SLOWLY IMPROVE THROUGH THE DAY.

INLAND SOUTHEAST GEORGIA...
SUSTAINED WINDS OF 25 TO 35 MPH WITH OCCASIONAL GUSTS TO 45 MPH WILL
CONTINUE THIS MORNING. CONDITIONS WILL VERY SLOWLY IMPROVE THROUGH
THE DAY.

...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE TODAY. SMALL CRAFT SHOULD
REMAIN IN PORT UNTIL WINDS AND SEAS SUBSIDE. HIGH SURF AND BEACH
EROSION WILL CONTINUE WITH A GRADUAL IMPROVEMENT TODAY.

...FLOOD IMPACTS...
HEAVY RAINFALL HAS DIMINISHED OVER MOST OF THE AREA. ADDITIONAL
RAINFALL OF UP TO 1 TO 2 INCHES WILL BE POSSIBLE IN RESIDUAL
RAIN BANDS TODAY.

FLOOD WARNINGS HAVE BEEN ISSUED THROUGH 5 PM TODAY FOR MUCH OF
NORTH FLORIDA AND SOUTHEAST GEORGIA. NUMEROUS REPORTS OF
FLOODING HAVE BEEN RECEIVED. NEVER DRIVE INTO FLOODED AREAS...
ESPECIALLY AT NIGHT.

THE HEAVY RAINFALL WILL POSE A RENEWED OR CONTINUED THREAT OF
FLOODING ON AREA RIVERS. RIVER FLOOD WARNINGS HAVE BEEN ISSUED FOR
THE BLACK CREEK AT MIDDLEBURG AND THE ST MARYS RIVER AT MACCLENNY.
BLACK CREEK WILL RISE TO MAJOR FLOOD STAGE AND IS EXPECTED TO CREST
AT 22.6 FEET AT 2 AM ON TUESDAY. THE CREEK WILL FALL BELOW FLOOD
STAGE AT 9 PM ON THURSDAY. THE ST MARYS RIVER AT MACCLENNY IS
EXPECTED TO RISE TO MAJOR FLOOD STAGE AND CREST AT 20.6 FEET AT 2 AM
ON WEDNESDAY.

...TORNADO IMPACTS...
THE TORNADO WATCH FOR SOUTHEAST GEORGIA WILL EXPIRE AT 900 AM.
WHILE THE GREATEST THREAT OF TORNADOES HAS PASSED...RESIDUAL RAIN
BANDS WILL STILL BE CAPABLE OF PRODUCING ISOLATED TORNADOES.

THE NEXT LOCAL STATEMENT FROM THE NATIONAL WEATHER SERVICE IN
JACKSONVILLE WILL BE ISSUED AROUND 1130 AM EDT...OR EARLIER SHOULD
