AT 5 AM EDT...THE CENTER OF TROPICAL STORM JEANNE WAS LOCATED OVER
NORTH CENTRAL FLORIDA NEAR LATITUDE 30.5 NORTH...LONGITUDE 83.6 WEST
OR ABOUT 40 MILES...EAST OF TALLAHASSEE.  JEANNE IS MOVING TOWARD THE
NORTH-NORTHWEST NEAR 12 MPH.  A TURN TO THE NORTH-NORTHEAST IS
EXPECTED OVER THE NEXT 24 HOURS. MAXIMUM SUSTAINED WINDS ARE NEAR  50
MPH...WITH HIGHER GUSTS.  JEANNE IS EXPECTED TO WEAKEN TO A TROPICAL
DEPRESSION BY LATE TODAY. TROPICAL STORM FORCE WINDS EXTEND OUTWARD
UP TO 200 MILES FROM THE CENTER...MAINLY OVER THE GULF OF MEXICO AND
THE ATLANTIC OCEAN.

AT 400 AM WIND GUSTS OF 41 MPH HAVE BEEN REPORTED AT JACKSONVILLE
INTERNATIONAL AIRPORT. OTHER LOCAL WIND GUSTS REPORTS...

EXTENSIVE RAINFALL FLOODING HAS OCCURRED OVER PORTIONS OF THE
SUWANNEE VALLEY. LIVE OAK HAS FLOODING IN PORTIONS OF THE CITY AS
WELL AS ON HIGHWAY 129 AND U.S. 90. OTHER LOW LYING AREAS OF SUWANNEE
COUNTY ARE REPORTED AS FLOODED. IN COLUMBIA COUNTY...INTERSTATE 10 IS
SHUT DOWN FROM THE INTERSTATE 75 INTERCHANGE EASTWARD TO US 441 DUE
TO FLOODING. THE ST JOHNS RIVER HAS A STORM TIDE OF 3 TO 4 FEET ABOVE
THE EXPECTED ASTRONOMICAL TIDE FROM DOWNTOWN JACKSONVILLE TO RED BAY
POINT AND 2 TO 3 FEET FROM RED BAY POINT TO BUFFALO BLUFF.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
CONDITIONS WILL CONTINUE TO VERY SLOWLY IMPROVE TODAY. RESIDENTS AND
LOCAL INTERESTS SHOULD USE EXTREME CAUTION UNTIL THE WINDS
AND TIDES SUBSIDE. PERSONS IN THE WARNING AREA SHOULD CONTINUE TO
HEED THE ADVICE OF EMERGENCY MANAGEMENT OFFICIALS. AVOID DOWNED POWER
LINES AND REMEMBER TO TREAT ALL DOWNED POWERLINES AS IF THEY WERE
LIVE. GENERATORS SHOULD ONLY BE USED IN WELL VENTILATED AREAS...DO
NOT RUN GENERATORS IN GARAGES OR SHEDS. NEVER USE CANDLES OR ANY OPEN
FLAME FOR LIGHTING DUE TO THE RISK OF FIRE.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES ON THE OPEN OCEAN ARE RUNNING 2 TO 3 FEET ABOVE NORMAL AND
TIDES ON THE ST JOHNS RIVER WILL CONTINUE TO BE 3 TO 4 FEET ABOVE
NORMAL THIS MORNING. THE TIDE ON THE ST JOHNS RIVER WILL BE VERY SLOW
TO DECREASE AND MAY TAKE SEVERAL DAYS TO RETURN TO NORMAL. TIDES ON
THE OPEN OCEAN SHOULD BEGIN TO SUBSIDE THIS MORNING.

DUVAL...FLAGLER...NASSAU AND ST. JOHNS COUNTIES CONTINUE TO REPORT
SUSTAINED WINDS BETWEEN 25 AND 40 MPH WITH GUSTS TO 45 MPH. THE
HIGHEST WINDS WILL BE ALONG THE IMMEDIATE BEACHES AND THE ST JOHNS
RIVER. THESE CONDITIONS WILL CONTINUE TO VERY SLOWLY IMPROVE THIS
MORNING.

CAMDEN AND GLYNN COUNTIES...WINDS OF 25 TO 35 MPH WITH GUSTS TO 45
MPH WILL CONTINUE THIS MORNING. CONDITIONS WILL VERY SLOWLY IMPROVE
THROUGH NOON.

ALACHUA...BRADFORD...CLAY...GILCHRIST...MARION...PUTNAM AND
UNION COUNTIES...WINDS WILL CONTINUE TO SHIFT OVER THE NEXT FEW
HOURS BECOMING SOUTHWEST AND WESTERLY AS THE CENTER MOVES NORTH.
WINDS WILL BE 25 TO 35 MPH WITH OCCASIONAL GUSTS TO 45 MPH EARLY
THIS MORNING. CONDITIONS WILL VERY SLOWLY IMPROVE THROUGH NOON.

BAKER...COLUMBIA...SUWANNEE AND HAMILTON COUNTIES...SUSTAINED
SPEEDS OF 30 TO 40 MPH WITH GUSTS TO 50 MPH WILL CONTINUE EARLY
THIS MORNING. CONDITIONS WILL VERY SLOWLY IMPROVE THROUGH NOON.

INLAND SOUTHEAST GEORGIA...
SUSTAINED WINDS OF 35 TO 45 MPH WITH OCCASIONAL GUSTS TO 55 MPH WILL
CONTINUE THIS MORNING. CONDITIONS WILL VERY SLOWLY IMPROVE THROUGH
NOON.

...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE TODAY. SMALL CRAFT SHOULD
REMAIN IN PORT UNTIL WINDS AND SEAS SUBSIDE. HIGH SURF AND BEACH
EROSION WILL CONTINUE WITH A GRADUAL IMPROVEMENT TODAY.

HEAVY RAINFALL HAS DIMINISHED OVER AREAS OF NORTH FLORIDA SOUTH
OF INTERSTATE 10 AND WILL CONTINUE TO DIMINISH OVER THE REMAINDER OF
NORTH FLORIDA THROUGH 6 AM.  HEAVY RAINFALL WILL CONTINUE OVER MOST
OF SOUTHEAST GEORGIA WITH AN ADDITIONAL 2 TO 4 INCHES OF RAINFALL
THIS MORNING. RAINFALL TOTALS OVER SOUTHEAST GEORGIA WILL LIKELY BE 3
TO 6 INCHES WITH LOCALLY HIGHER AMOUNTS.

AS JEANNE MOVES NORTH OF THE FLORIDA-GEORGIA STATELINE TODAY A BAND
OF RAIN MAY MOVE OUT OF APALACHEE BAY AND ACROSS THE SUWANNEE VALLEY
AND PORTIONS OF SOUTHEAST GEORGIA. AT THIS TIME...THE SOUTHERN
PORTIONS OF THE STORM ARE FAIRLY DRY AND IT IS UNLIKELY THAT BAND
WILL PRODUCE WIDESPREAD HEAVY RAINS...HOWEVER AN ADDITIONAL INCH OR
TWO OF RAIN MAY FALL IN THOSE AREAS ON MONDAY.

FLOOD WARNINGS HAVE BEEN ISSUED THROUGH 8 AM MONDAY FOR ALL OF NORTH
FLORIDA AND MOST OF SOUTHEAST GEORGIA. NUMEROUS REPORTS OF FLOODING
HAVE BEEN RECEIVED AND REMEMBER THAT FLOODING IS PARTICULARLY
DANGEROUS AT NIGHT. NEVER DRIVE INTO FLOODED AREAS...ESPECIALLY AT
NIGHT. FLOOD WARNINGS WILL LIKELY BE EXTENDED THROUGH THE DAY.

THE HEAVY RAINFALL WILL POSE A RENEWED OR CONTINUED THREAT OF
FLOODING ON AREA RIVERS. RIVER FLOOD WARNINGS HAVE BEEN ISSUED FOR
THE BLACK CREEK AT MIDDLEBURG AND THE ST MARYS RIVER AT MACCLENNY.
BLACK CREEK WILL RISE TO MAJOR FLOOD STAGE AND IS EXPECTED TO CREST
AT 22.6 FEET AT 2 AM ON TUESDAY. THE CREEK WILL FALL BELOW FLOOD
STAGE AT 9 PM ON THURSDAY. THE ST MARYS RIVER AT MACCLENNY IS
EXPECTED TO RISE TO MAJOR FLOOD STAGE AND CREST AT 20.6 FEET AT 2 AM
ON WEDNESDAY.

...TORNADO IMPACTS...
A TORNADO WATCH REMAINS IN EFFECT UNTIL 900 AM EDT FOR SOUTHEAST
GEORGIA. THE WATCH HAS BEEN CANCELLED FOR ALL OF NORTH FLORIDA.
SOUTHEAST GEORGIA WILL CONTINUE TO BE ON THE RIGHT HAND SIDE OF THE
STORM'S CIRCULATION...WHICH IS A FAVORED LOCATION FOR TORNADO
DEVELOPMENT. REMEMBER THAT TORNADOES...ESPECIALLY THOSE ASSOCIATED
WITH TROPICAL CYCLONES...CAN AND OFTEN DO DEVELOP WITH LITTLE OR NO
WARNING.

THE NEXT LOCAL STATEMENT FROM THE NATIONAL WEATHER SERVICE IN
JACKSONVILLE WILL BE ISSUED AROUND 830 AM EDT...OR EARLIER SHOULD
