WEATHER SERVICE. FOLLOW INSTRUCTIONS FROM LOCAL OFFICIALS AS
TROPICAL STORM JEANNE CONTINUES MOVING ACROSS THE AREA. IF YOU ARE
ALREADY INSIDE A SAFE AND STURDY SHELTER...YOU SHOULD REMAIN THERE
UNTIL THE STORM HAS MOVED WELL AWAY FROM THE LOCAL ISLANDS AND
OFFICIALS SAY ITS SAFE TO RETURN HOME.

AT 8 PM AST...THE CENTER OF TROPICAL STORM JEANNE WAS ESTIMATED NEAR
LATITUDE 18.5 NORTH...LONGITUDE 67.0 WEST OR OVER NORTHWEST PUERTO
RICO NEAR ISABELA. THIS IS ABOUT 70 MILES WEST OF SAN JUAN OR 20
MILES NORTH-NORTHEAST OF MAYAGUEZ.

JEANNE WAS MOVING TOWARD THE WEST NEAR 10 MPH...HOWEVER A GENERAL
MOTION TOWARD THE WEST-NORTHWEST IS EXPECTED TO RESUME LATER
TONIGHT...AND THEN CONTINUE FOR THE NEXT 24 HOURS.

MAXIMUM SUSTAINED WINDS ARE NEAR 65 MPH...WITH HIGHER GUSTS. SOME
SLOW STRENGTHENING IS POSSIBLE ONCE JEANNE MOVES INTO THE THE MONA
PASSAGE...AND IT COULD BECOME A HURRICANE LATER TONIGHT OR THURSDAY.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 70 MILES FROM THE
CENTER.

ISOLATED TORNADOES ARE POSSIBLE OVER PUERTO RICO AND THE U.S. VIRGIN
ISLANDS TONIGHT...WITH WATERSPOUTS LIKELY OVER THE ADJACENT COASTAL
WATERS TONIGHT.

BASED ON THE LATEST OFFICIAL TRACK AND DOPPLER RADAR DATA...THE
CENTER OF TROPICAL STORM JEANNE WILL CONTINUE MOVING ACROSS THE
NORTHWESTERN SECTIONS OF PUERTO RICO THEN EXIT NEAR AGUADILLA LATER
THIS EVENING. YOU ARE URGED NOT TO FOLLOW THE EXACT CENTER OF THE
STORM AS JEANNE IS NOT A POINT AND ITS EFFECTS WILL EXTEND OUT OVER
70 MILES FROM ITS CENTER.

TROPICAL STORM FORCE WINDS...MAINLY IN SQUALLS AND THUNDERSTORMS AND
OVER HIGHER ELEVATIONS...ARE EXPECTED TO CONTINUE TO AFFECT ST
CROIX...ST THOMAS...ST JOHN AND THE ADJACENT ISLANDS THROUGH
MIDNIGHT...BEFORE JEANNE MOVES FAR ENOUGH AWAY TO LESSEN ITS WIND
EFFECTS OVER THE ISLANDS.

TROPICAL STORM FORCE WINDS OF 40 TO 60 MPH...WITH OCCASIONAL GUSTS
TO HURRICANE FORCE ESPECIALLY IN SQUALLS AND THUNDERSTORMS AND
OVER HIGHER ELEVATIONS...WILL CONTINUE TO AFFECT VIEQUES AND CULEBRA
AND ALL OF PUERTO RICO THROUGH 10 PM. TROPICAL STORM CONDITIONS ARE
EXPECTED TO DIMINISH ACROSS THE EAST HALF OF PUERTO RICO LATER THIS
EVENING AND THE REST OF PUERTO RICO EARLY THURSDAY MORNING.

COASTAL SEAS...SURF...AND TIDES WILL CONTINUE AT ABOVE NORMAL LEVELS
ACROSS ALL OF THE LOCAL COASTAL WATERS AND PASSAGES THROUGH
TONIGHT...WITH SEAS OF 8 TO 13 FEET OR HIGHER CONTINUING UNTIL AFTER
JEANNE PASSES. SURF AND TIDES OF 1 TO 3 FEET ABOVE NORMAL WILL
CONTINUE TO AFFECT PUERTO RICO AND THE U.S. VIRGIN ISLANDS THROUGH
TONIGHT.

STRONG RIP CURRENTS WILL CONTINUE TO AFFECT ALL THE COASTAL SECTIONS
OF THE U.S. VIRGIN ISLANDS...CULEBRA...VIEQUES AND PUERTO RICO.
ALL SURFERS AND SWIMMERS SHOULD CONTINUE TO STAY OUT OF THE WATER
UNTIL AFTER JEANNE HAS PASSED.

INTENSE BANDS OF SHOWERS AND THUNDERSTORMS WILL CONTINUE TO DEVELOP
AND MOVE ACROSS THE U.S. VIRGIN ISLANDS...VIEQUES...CULEBRA AND THE
PUERTO RICO TONIGHT.

RAINFALL TOTALS OF 9 TO 13 INCHES ARE EXPECTED ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO THROUGH
EARLY THURSDAY...WITH LOCALLY HEAVIER AMOUNTS PROBABLE. THIS
TORRENTIAL RAINFALL WILL CONTINUE TO RESULT IN LIFE THREATENING
FLASH FLOODING...AND MAY RESULT IN NEAR RECORD RIVER FLOODING IN A
FEW LOCATIONS. IN ADDITION...DANGEROUS MUDSLIDES AND LANDSLIDES WILL
CONTINUE TO OCCUR OVER AREAS OF STEEP OR UNSTABLE TERRAIN.

THE FLASH AND RIVER FLOODING POTENTIAL ACROSS ST CROIX...ST
THOMAS...ST JOHN  AND THE ADJACENT ISLANDS...CULEBRA...VIEQUES AND
ALL OF PUERTO RICO REMAINS VERY SIGNIFICANT. THIS IS A SLOW MOVING
SYSTEM WHICH HAS THE POTENTIAL TO CONTINUE TO PRODUCE ADDITIONAL
TORRENTIAL RAINFALL...MAY RESULT IN LOCALIZED AREAS RECEIVING AN
RECEIVING AS MUCH AS 15 TO 20 INCHES OF RAINFALL.

RESIDENTS...VISITORS...AND MOTORISTS SHOULD NOT VENTURE OUT ACROSS
PUERTO RICO TONIGHT. POWER OUTAGES HAVE BEEN REPORTED ISLAND WIDE
AND DOWNED POWER LINES AND TREES WILL LITTER ROADS AND STREETS. MOST
RIVERS AND STREAMS ACROSS THE NORTH HALF OF PUERTO RICO ARE AT
BANKFULL WITH MANY RIVERS ABOVE FLOOD STAGE...SOME REPORTING
HISTORIC LEVELS. WATER WILL CONTINUE TO FLOW DOWNSTREAM WITH DEADLY
RUSHES OF WATER POSSIBLE.
