FLASH FLOOD WARNINGS ARE IN EFFECT FOR EASTERN
KENTUCKY...SOUTHEASTERN OHIO...WEST VIRGINIA...WEST CENTRAL AND

FLOOD WATCHES ARE IN EFFECT ALONG THE APPALACHIANS...PORTIONS OF

THE STORM PREDICTION CENTER HAS ISSUED A TORNADO WATCH FOR CENTRAL
NORTH CAROLINA...AND CENTRAL VIRGINIA VALID THROUGH 7 PM EDT.

AT 5 PM EDT...21Z...THE CENTER OF TROPICAL DEPRESSION FRANCES
WAS LOCATED NEAR LATITUDE 38.1 NORTH LONGITUDE 82.0 WEST OR 20
MILES SOUTHWEST OF CHARLESTON WEST VIRGINIA. MAXIMUM SUSTAINED
WINDS ARE 15 MPH WITH SOME HIGHER GUSTS. MINIMUM CENTRAL PRESSURE
IS 1001 MB OR 29.56 INCHES.  FRANCES HAS STARTED TO ACCELERATE...
MOVING  TO THE NORTH-NORTHEAST AT APPROXIMATELY 20 MPH. FRANCES IS
FORECAST TO BE OVER WEST VIRGINIA/PENNSYLVANIA BORDER BY LATER
TONIGHT MOVING TO THE NEW YORK/PENNSYLVANIA BORDER BY THURSDAY
MORNING AS IT BECOMES AN EXTRA-TROPICAL LOW PRESSURE SYSTEM.  THE
REMNANTS OF FRANCES WILL CONTINUE TO MOVE TO THE NORTH-NORTHEAST
TO THE NEW YORK/CANADA BORDER BY THURSDAY NIGHT AND WILL BE WELL
INTO NORTHEAST CANADA BY FRIDAY MORNING.
