FLORIDA...AND THE ST. MARYS RIVER AT MACCLENNY FLORIDA...
...A HIGH SURF ADVISORY IS IN EFFECT ALONG THE COAST...

...STORM INFORMATION...
THE DIRECT CIRCULATION ASSOCIATED WITH TROPICAL STORM FRANCES IS NO
LONGER PRODUCING TROPICAL STORM FORCE WINDS IN NORTHEAST FLORIDA OR
SOUTHEAST GEORGIA. HOWEVER...THE INTERACTION OF THE TROPICAL STORM
WITH STRONG HIGH PRESSURE ALONG THE U.S. EAST COAST WILL CONTINUE
TO PRODUCE HIGH WINDS ACROSS THE AREA TODAY...ESPECIALLY IN THE
COASTAL AREAS.

WINDY CONDITIONS WILL CONTINUE IN THE INLAND AREAS OF NORTHEAST
FLORIDA AND SOUTHEAST GEORGIA CLOSER TO FRANCES...BUT SUSTAINED
WINDS ARE EXPECTED TO REMAIN BELOW TROPICAL STORM STRENGTH.

WHILE WEATHER CONDITIONS WILL BE SLOWLY IMPROVING IN GENERAL TONIGHT
AND TUESDAY...IT WILL BE A GRADUAL PROCESS WITH GUSTY WINDS AND
HEAVY RAINS CONTINUING AT TIMES...ESPECIALLY INTO TONIGHT.

RADAR AND SURFACE OBSERVATIONS INDICATE THAT AT 2 PM EDT...1800Z...
THE CENTER OF TROPICAL STORM FRANCES WAS CROSSING THE COAST IN THE
VICINITY OF LATITUDE 30.1  NORTH... LONGITUDE 84.1 WEST...NEAR ST.
MARKS FLORIDA.

FRANCES IS MOVING TOWARD THE NORTH-NORTHWEST NEAR 8 MPH. ON THIS
TRACK...THE CENTER OF FRANCES SHOULD MOVE WELL INLAND DURING THE
NEXT 12 TO 24 HOURS.

MAXIMUM SUSTAINED WINDS ARE NEAR 65 MPH...WITH HIGHER GUSTS.
BECAUSE FRANCES IS MOVING INLAND THE CHANCES OF BECOMING A
HURRICANE HAVE DIMINISHED.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
INTERESTS IN THE AREA ARE ADVISED TO CONTINUE TO HEED THE ADVICE OF
LOCAL GOVERNMENT OFFICIALS AND EMERGENCY MANAGEMENT AGENCIES. USE
CAUTION IN STORM DAMAGED AREAS AND ALWAYS TREAT DOWNED POWER-LINES AS
IF THEY WERE LIVE. DO NOT USE CANDLES IN POWER OUTAGE AREAS DUE TO
THE HIGH RISK OF FIRE. GENERATORS SHOULD BE WELL VENTILATED AND
SHOULD NEVER BE RUN INDOORS.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 2 FEET ABOVE NORMAL WILL CONTINUE ALONG THE COAST THROUGH
THE EARLY AFTERNOON AND INTO THE EVENING ALONG THE ST. JOHNS RIVER.
AS WINDS BECOME MORE SOUTHERLY...THE TIDES WILL BEGIN TO EASE BOTH
AT THE COAST AND ALONG THE RIVER TONIGHT.

...WIND IMPACTS...
ALONG THE COAST...SUSTAINED WINDS WILL DECREASE TO THE 25 TO 35 MPH
RANGE BY LATE IN THE DAY BUT THERE WILL STILL BE SOME GUSTS AROUND 50
MPH IN SQUALLS.

FOR INLAND AREAS OF SOUTHEAST GEORGIA...SUSTAINED WINDS ARE EXPECTED
TO REMAIN BELOW TROPICAL STORM STRENGTH...BUT GUSTS OF 35 TO 45 MPH
WILL REMAIN POSSIBLE TONIGHT.

FOR INLAND NORTHEAST FLORIDA...SUSTAINED WINDS WILL BE IN THE 25
TO 35 MPH RANGE BUT WITH GUSTS TO 45 MPH IN SQUALLS. WINDS
SHOULD SLOWLY DECREASE DURING THE NIGHT.

...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE TODAY. SMALL CRAFT SHOULD
REMAIN IN PORT AS WINDS AND SEAS WILL BE SLOW TO SUBSIDE. REPORTS OF
SIGNIFICANT BEACH EROSION ALONG AREA BEACHES HAVE BEEN RECEIVED AND
SURF WILL CONTINUE IN THE 7 TO 10 FOOT RANGE TONIGHT.

...FLOOD IMPACTS...
FLOOD WARNINGS HAVE BEEN ISSUED FOR THE NORTH FORK OF BLACK CREEK AT
MIDDLEBURG...THE SANTA FE RIVER AT FORT WHITE...AND THE ST. MARYS
RIVER AT MACCLENNY.

DOPPLER RAINFALL ESTIMATES INDICATE BETWEEN 6 AND 10 INCHES OF RAIN
HAVE ALREADY FALLEN IN SOME PORTIONS OF FLAGLER...ST. JOHNS...PUTNAM
AND MARION COUNTIES. AMOUNTS OF 4 TO 8 INCHES ARE INDICATED FROM
DUVAL AND NASSAU COUNTIES NORTHWARD INTO PORTIONS OF SOUTHEAST
GEORGIA. THE NATIONAL WEATHER SERVICE OFFICE IN JACKSONVILLE HAS
RECEIVED 5.83 INCHES OF RAIN THROUGH 2 PM TODAY. OTHER INLAND AREAS
HAVE SEEN GENERALLY 3 TO 6 INCH TOTALS.

AS FRANCES PULLS AWAY FROM THE REGION AN ADDITIONAL 2 TO 4 INCHES OF
RAIN ARE POSSIBLE TODAY WITH UP TO 6 INCHES IN INTERIOR NORTH
FLORIDA CLOSER TO THE CENTER.

A FLOOD WATCH REMAINS IN EFFECT FOR THE AREA THROUGH TUESDAY MORNING.

CONDITIONS WILL REMAIN FAVORABLE FOR TORNADO DEVELOPMENT ACROSS
NORTHEAST FLORIDA AND SOUTHEAST GEORGIA THROUGH TONIGHT.
