JUST NORTH OF JUPITER INLET WHICH INCLUDES ALL OF THE EAST CENTRAL
FLORIDA COAST...

...INLAND TROPICAL STORM WIND WARNING FOR LAKE...ORANGE...SEMINOLE...
INLAND VOLUSIA...OSCEOLA AND OKEECHOBEE COUNTIES...

...FLOOD WATCH IS IN EFFECT THROUGH MONDAY FOR ALL OF EAST CENTRAL
FLORIDA...

...AREAS AFFECTED...
THIS HURRICANE LOCAL STATEMENT RECOMMENDS ACTIONS TO BE TAKEN
BY RESIDENTS OF THE FOLLOWING COUNTIES...VOLUSIA...LAKE...SEMINOLE...
ORANGE...BREVARD...OSCEOLA...INDIAN RIVER...SAINT LUCIE...MARTIN
AND OKEECHOBEE.

...STORM INFORMATION...
AT 11 PM EDT...THE CENTER OF TROPICAL STORM FRANCES WAS LOCATED
NEAR LATITUDE 28.3 NORTH...LONGITUDE 82.7 WEST...OR ABOUT 25
MILES NORTH NORTHWEST OF TAMPA.

THE CENTER OF TROPICAL STORM FRANCES IS MOVING TOWARD THE WEST-
NORTHWEST NEAR 8 MPH...AWAY FROM EAST CENTRAL FLORIDA. MAXIMUM
SUSTAINED WINDS HAVE DECREASED TO 65 MPH NEAR THE CORE...WITH HIGHER
GUSTS POSSIBLE IN HEAVIER RAINBANDS. TROPICAL STORM FORCE GUSTS
WILL BE COMMON ACROSS THE EAST CENTRAL FLORIDA COASTAL WATERS
OVERNIGHT...WITH OCCASIONAL GUSTS TO TROPICAL STORM FORCE OVER
LAND.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
OVERNIGHT...RESIDENTS SHOULD CONTINUE TO OBEY LOCAL OFFICIALS
WHILE BEING A GOOD CITIZEN...FRIEND...AND NEIGHBOR. PLEASE
HEED ALL IMPOSED CURFEWS. FOR THOSE WITHOUT POWER...BE EXTRA CAREFUL.
USE A FLASHLIGHT FOR EMERGENCY LIGHTING AS CANDLES OR OTHER OPEN
FLAME LIGHTING ARE CONSIDERED FIRE HAZARDS...ESPECIALLY IN
DAMAGE AREAS AFTER HURRICANES SINCE THERE MIGHT BE PROBLEMS WITH
NATURAL GAS LEAKS. IF USING A GENERATOR...PLACE IT IN A WELL
VENTILATED LOCATION. DO NOT RUN A GENERATOR INSIDE YOUR HOME OR
WITHIN YOUR ATTACHED GARAGE. ALSO...SOME CITY UTILITY OFFICIALS HAVE
IMPOSED ORDERS FOR BOILING WATER FOR HEALTH AND SANITATION PURPOSES.

...WIND IMPACTS...
SEVERAL STRONG TO INTENSE OUTER RAINBANDS CONTINUE TO ROTATE
SOUTH TO NORTH AROUND THE CENTER OF FRANCES...AND WILL IMPACT
PORTIONS OF EAST CENTRAL FLORIDA OVERNIGHT. BURSTS OF HEAVY RAIN
AND SUDDEN SQUALLS WITH GUSTS TO AROUND 45 MPH ARE POSSIBLE...
ESPECIALLY ALONG COASTAL COUNTIES. TROPICAL STORM FORCE WINDS AND
WIND GUSTS ARE EXPECTED TO EXIT THE AREA MONDAY.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
HEAVY SURF AND MODERATE BEACH EROSION ARE STILL POSSIBLE...
ESPECIALLY NORTH OF CAPE CANAVERAL.

...FLOOD IMPACTS...
A FLOOD WATCH IS IN EFFECT FOR ALL OF EAST CENTRAL FLORIDA
OVERNIGHT AND THROUGH TODAY. DOPPLER RADAR RAINFALL ESTIMATES
INDICATE 8 TO 10 INCHES OF RAIN HAVE ALREADY FALLEN NEAR VER0 BEACH
AND ACROSS THE INTERSTATE FOUR CORRIDOR IN VOLUSIA COUNTY. WIDESPREAD
STORM TOTALS OF 8 TO 12 INCHES ARE EXPECTED WITH ADDITIONAL RAINBANDS
OVERNIGHT AND MONDAY. LOCALIZED STORM TOTAL AMOUNTS OF 16 TO 18
INCHES ARE POSSIBLE AS BACKSIDE RAINBANDS PASS OVER. SHORT PERIODS OF
HEAVY RAIN WILL QUICKLY CAUSE PROBLEMS FOR RECOVERY WORK UNTIL
FRANCES TOTALLY EXITS THE REGION.

ALSO...SIGNIFICANT LOCAL FLOODING IS EXPECTED AND FLOODING ON THE
SAINT JOHNS RIVER AND CENTRAL FLORIDA LAKES WILL FOLLOW IN THE DAYS
TO COME.

...TORNADO IMPACTS...
ISOLATED TORNADOES AND LANDFALLING WATERSPOUTS REMAIN POSSIBLE.
ENHANCED RAINBANDS OVER THE COASTAL WATERS WILL POSE THE GREATEST
THREAT. CURRENTLY...THE TORNADO THREAT IS SHIFTING TO THE NORTH AND
WEST PARTS OF THE STATE. IMPORTANTLY...THE LOCAL ATMOSPHERE WILL BE
CLOSELY EXAMINED FOR THUNDERSTORM AND TORNADO POTENTIAL DURING THE
AFTERNOON AS DAYTIME HEATING BECOMES A FACTOR.

...WATCHES AND WARNINGS...
REPEATING...A TROPICAL STORM WARNING REMAINS IN EFFECT FROM
FLAGLER BEACH SOUTH TO JUPITER INLET...WHICH INCLUDES ALL OF THE EAST
CENTRAL FLORIDA COASTAL COUNTIES. ALSO...AN INLAND TROPICAL STORM
WIND WARNING IS IN EFFECT FOR ALL INTERIOR COUNTIES OF EAST CENTRAL
FLORIDA.

SOONER IF CONDITIONS WARRANT.
