THIS STATEMENT IS SPECIFIC TO THE FLORIDA KEYS OF MONROE COUNTY.

A TROPICAL STORM WARNING IS IN EFFECT FOR ALL OF THE KEYS. THIS
INCLUDES ALL THE SURROUNDING WATERS FROM KEY LARGO TO DRY TORTUGAS...
AND OUR GULF WATERS OFF SHORE MAINLAND MONROE.

A TROPICAL STORM WARNING MEANS THAT SUSTAINED WINDS OF 39 TO 73 MPH
ARE LIKELY IN THE WARNED AREA.

AT 5 PM EDT...THE CENTER OF TROPICAL STORM FRANCES WAS LOCATED BY
RADAR AND SURFACE OBSERVATIONS NEAR LATITUDE 28.0 NORTH...LONGITUDE
82.2 WEST...OR ABOUT 240 MILES NORTH OF KEY WEST...AND 20 MILES EAST
OF TAMPA FLORIDA. FRANCES IS MOVING TOWARD THE WEST-NORTHWEST NEAR
10 MPH AND THIS MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24
HOURS. THE CENTER OF FRANCES SHOULD MOVE OVER THE NORTHEASTERN GULF
OF MEXICO LATER TONIGHT OR EARLY MONDAY. MAXIMUM SUSTAINED WINDS
HAVE DECREASED TO NEAR 70 MPH GUSTS...BUT FRANCES COULD REGAIN
HURRICANE STRENGTH OVER THE GULF OF MEXICO. ESTIMATED MINIMUM
CENTRAL PRESSURE FROM SURFACE OBSERVATIONS IS 975 MB...28.79 INCHES
OF MERCURY.

MONROE COUNTY REMAINS ON A LOCAL STATE OF EMERGENCY AND COUNTY
EMERGENCY MANAGEMENT REMAINS ON PARTIAL ACTIVATION. ALTHOUGH KEY
WEST AND MARATHON AIRPORTS ARE OPEN...PASSENGERS SHOULD CHECK WITH
THEIR AIRLINES PRIOR TO GOING TO THE AIRPORT. GREYHOUND BUS LINES
HAVE SUSPENDED SERVICE TODAY DUE TO HIGH WINDS...BUT WILL RESUME
SERVICE MONDAY. TOLLS HAVE BEEN SUSPENDED ON CARD SOUND ROAD.

TROPICAL STORM FORCE WINDS HAVE BEEN SUSTAINED OVER ALL THE KEYS
COASTAL WATERS THIS AFTERNOON....AND WILL PERSIST THIS EVENING.
MEANWHILE OVER KEYS ISLAND LOCATIONS...SUSTAINED SOUTHWEST WINDS OF
20 TO 30 MPH WILL PERSIST THIS EVENING...WITH GUSTS OF 60 MPH OR
MORE OCCURRING IN PASSING SQUALLS. ONLY A GRADUAL DECREASE IN WINDS
IS ANTICIPATED ON MONDAY.

SMALL CRAFT THROUGHOUT THE FLORIDA KEYS SHOULD REMAIN IN PORT. SEAS
OF 15 FEET WILL EXIST BEYOND THE REEF...AND BAY WATERS WILL BE VERY

TIDE LEVELS ALONG THE FLORIDA KEYS HAVE BEEN RUNNING NEAR NORMAL.
