DEERFIELD BEACH WHICH INCLUDES ALL OF THE EAST CENTRAL
FLORIDA COAST...

...INLAND HURRICANE WIND WARNING FOR OSCEOLA AND OKEECHOBEE
COUNTIES...

...INLAND TROPICAL STORM WARNING FOR ORANGE...LAKE...SEMINOLE...AND
INTERIOR VOLUSIA COUNTIES...

THIS HURRICANE LOCAL STATEMENT RECOMMENDS ACTIONS TO BE TAKEN
BY RESIDENTS OF THE FOLLOWING COUNTIES...VOLUSIA...LAKE...SEMINOLE...
ORANGE...BREVARD...OSCEOLA...INDIAN RIVER...SAINT LUCIE...MARTIN
AND OKEECHOBEE.

...STORM INFORMATION...
AT 5 AM EDT THE CENTER OF HURRICANE FRANCES WAS LOCATED
NEAR LATITUDE 27.2 NORTH...LONGITUDE 80.5 WEST OR ABOUT 20 MILES
WEST OF STUART. FRANCES IS MOVING TOWARD THE WEST NEAR 8 MPH...
WITH THE CIRCULATION CENTER OF FRANCES NOW OVER LAND. THIS SIGNALS
THE ONSET OF FURTHER WEAKENING. HOWEVER...THE MAXIMUM SUSTAINED WINDS
WERE STILL NEAR 100 MPH WITH HIGHER GUSTS.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
NOW THAT WE ARE IN THE POST LANDFALL PHASE...CONCENTRATION WILL
GRADUALLY TRANSITION TO A FLOOD CONCERN AS FRANCES MOVES SLOWLY
WEST. LOCALLY HEAVY RAIN AND HIGH WIND GUSTS WILL HINDER RESCUE AND
RECOVERY INITIATIVES...ESPECIALLY ALONG THE COAST FROM SATELLITE
BEACH TO VERO BEACH. AS THE DAY BEGINS...PEOPLE WILL BE VERY CURIOUS
TO LEARN OF THE OVERNIGHT DAMAGE. HOWEVER...PLEASE WAIT FOR
INDICATIONS FROM YOUR LOCAL OFFICIALS BEFORE GOING OUT AND ABOUT.

...WIND IMPACTS...
RESPONSE AND RECOVERY OPERATIONS ARE ANXIOUS TO GET UNDERWAY. WIND
GUSTS TO 70 MPH ARE STILL POSSIBLE FROM NORTHERN BREVARD COUNTY
SOUTH TO PALM BEACH FOR THE NEXT SEVERAL HOURS...MAKING CONDITIONS
STILL HAZARDOUS THERE. TROPICAL STORM FORCE WINDS ARE POSSIBLE WELL
INLAND OVER ORANGE...LAKE...SEMINOLE...AND INTERIOR VOLUSIA
COUNTIES. REMEMBER...FRANCES IS STILL A HURRICANE WITH THE POTENTIAL
OF DAMAGING WINDS.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
EVEN THOUGH THE EYE OF FRANCES HAS MOVED ONSHORE...HIGH WINDS
ROTATING COUNTER CLOCKWISE AROUND THE CIRCULATION CENTER WILL DRIVE
WATER UP ONTO THE BEACHES. SURGE VALUES OF 4 TO 6 FEET ARE STILL
POSSIBLE THROUGH MID MORNING FROM FORT PIERCE TO COCOA BEACH...
ACCOMPANIED BY BATTERING WAVES. NORTH OF COCOA...2 TO 3 FEET CAN
BE EXPECTED...WITH 4 TO 5 FEET ON THE RIM OF LAKE OKEECHOBEE AS
WINDS PUSH LAKE WATER SOUTH AND THEN LATER NORTH.

...FLOOD IMPACTS...
A FLOOD WARNING IS IN EFFECT FOR BREVARD AND INDIAN RIVER COUNTIES
AS HEAVY RAIN MOVES ONSHORE WITH INTENSE RAINBANDS. TOTALS OF 8 TO
12 INCHES ARE POSSIBLE...WITH LOCALIZED AMOUNTS TO 16 INCHES. THIS
MAY HINDER RESPONSE AND RECOVERY OPERATIONS...MAKING IT DANGEROUS
TO PERFORM FOR EMERGENCY PERSONNEL.

...TORNADO IMPACTS...
A TORNADO WATCH REMAINS IN EFFECT UNTIL 8 AM THIS MORNING. REGARDING
THE CONVECTION...THE RAINBANDS OVER THE COASTAL WATERS ARE MORE
DISTINCT...SO A FEW LANDFALLING WATERSPOUTS MAY IMPACT COASTAL
LOCATIONS.
