THIS STATEMENT RECOMMENDS ACTIONS TO BE TAKEN BY RESIDENTS IN THE
U.S. VIRGIN ISLANDS AND PUERTO RICO...

...STORM INFORMATION...
AT 500 PM AST..THE EYE OF HURRICANE FRANCES WAS LOCATED NEAR
LATITUDE 20.5 NORTH...LONGITUDE 65.9 WEST...OR ABOUT 165 MILES NORTH
NORTHWEST OF ST THOMAS...ST JOHN AND CULEBRA...OR ABOUT 145 MILES
NORTH OF SAN JUAN...OR ABOUT 160 MILES NORTH NORTHEAST OF AGUADILLA.
FRANCES WAS MOVING WEST AT NEAR 17 MPH...AND THIS MOTION IS EXPECTED
TO TURN TO THE WEST-NORTHWEST TONIGHT WITH A GRADUAL DECREASE IN
FORWARD SPEED. MAXIMUM SUSTAINED WINDS WERE NEAR 140 MPH WITH HIGHER
GUSTS. SOME FLUCTUATIONS IN INTENSITY ARE EXPECTED OVER THE NEXT 24
HOURS.

A COASTAL FLOOD WARNING REMAINS IN EFFECT FOR THE NORTHWEST THROUGH
EAST COAST OF PUERTO RICO FROM RINCON TO FAJARDO. A COASTAL FLOOD
WARNING REMAINS IN EFFECT FOR THE NORTHWEST THROUGH NORTH FACING
COASTS OF CULEBRA AND VIEQUES AND FOR ST THOMAS...ST JOHN.
A HIGH SURF ADVISORY REMAINS IN EFFECT FOR THE NORTHWEST THROUGH
NORTH COASTS OF ST CROIX...AND FOR THE NORTHWEST THROUGH NORTH
COASTS OF ST THOMAS...ST JOHN. A HIGH SURF ADVISORY IS ALSO IN
EFFECT FOR THE NORTHWEST...NORTH...EAST COASTS OF PUERTO RICO...FROM
RINCON EAST TO FAJARDO AND FOR THE NORTHWEST THROUGH NORTH COASTS OF

AT 630 PM THE WINDS WERE GENERALLY BELOW 20 MPH ACROSS LAND AREAS.
THEREFORE...NO WIND IMPACTS ACROSS PUERTO RICO AND THE VIRGIN
ISLANDS LAND AREAS ARE EXPECTED FROM HURRICANE FRANCES ANY LONGER.

...MARINE IMPACTS...
LARGE NORTHERLY WELLS GENERATED FROM FRANCES WILL CONTINUE TO
INCREASE THIS EVENING...REACHING 12 FEET ACROSS THE LOCAL ATLANTIC
WATERS...AND MONA PASSAGE THROUGH WEDNESDAY MORNING. TROPICAL STORM
FORCE WINDS WILL STILL CONTINUE TO AFFECT THE OFF SHORE ATLANTIC
WATERS TONIGHT. VERY HIGH AND DANGEROUS SURF OF 12 TO 20 FEET IS
EXPECTED...WHICH WILL GENERATE STRONG RIP CURRENTS. ATLANTIC TIDES
WILL RUN AROUND ONE FOOT ABOVE NORMAL...AND IN COMBINATION WITH HIGH
SURF WILL CAUSE BEACH EROSION ALONG THE ATLANTIC COASTLINES. THE
NEXT HIGH TIDE FOR SAN JUAN PUERTO RICO WILL OCCUR AT 1022 PM
TONIGHT AND AT 1039 AM WEDNESDAY MORNING. THE NEXT HIGH TIME FOR
MEGANS BAY IN ST THOMAS OF THE USVI WILL BE 959 PM TONIGHT AND 443
AM WEDNESDAY MORNING. SMALL CRAFT IN THE U.S. VIRGIN
ISLANDS...CULEBRA AND VIEQUES SHOULD REMAIN IN PORT THROUGH
WEDNESDAY MORNING...WHILE SMALL CRAFT IN NORTH AND NORTHWEST PUERTO
RICO SHOULD REMAIN IN PORT THROUGH WEDNESDAY AFTERNOON.

...RAINFALL AND FLASH FLOOD POTENTIAL...
RAINFALL BANDS ASSOCIATED WITH THE EXTREME OUTER BANDS OF FRANCES
WILL CONTINUE TO SPREAD SOUTHWARD AND AFFECT THE U.S. VIRGIN ISLANDS
AND PUERTO RICO FROM TIME TO TIME THROUGH WEDNESDAY MORNING. BRIEF
PERIODS OF HEAVY RAIN ARE POSSIBLE.
