AT 11 PM EDT...0000Z...THE CENTER OF HURRICANE CHARLEY WAS LOCATED
NEAR LATITUDE 22.2 NORTH...LONGITUDE 82.4 WEST OR JUST SOUTH OF THE
WESTERN CUBAN MAINLAND 55 MILES...90 KM...SOUTH OF HAVANA CUBA.
THIS POSITION IS ALSO ABOUT 560 MILES SOUTH-SOUTHWEST OF JACKSONVILLE
FLORIDA.

CHARLEY IS NOW MOVING TOWARD THE NORTH-NORTHWEST NEAR 12 MPH...22
KM/HR. A TURN TOWARD THE NORTH IS EXPECTED LATER TONIGHT OR FRIDAY.
THIS MOTION SHOULD BRING THE CENTER OF CHARLEY NEAR HAVANA IN THE
NEXT FEW HOURS...THEN ACROSS THE SOUTHEASTERN GULF OF MEXICO TOWARD
THE FLORIDA WEST COAST LATER FRIDAY.

MAXIMUM SUSTAINED WINDS ARE NEAR 105 MPH...165 KM/HR...WITH HIGHER
GUSTS.  THIS MAKES CHARLEY A CATEGORY TWO HURRICANE ON THE SAFFIR-
SIMPSON HURRICANE SCALE.  SOME STRENGTHENING IS FORECAST DURING THE
NEXT 24 HOURS...AND CHARLEY IS FORECAST TO BE A MAJOR HURRICANE AS IT
APPROACHES THE FLORIDA WEST COAST.

HURRICANE FORCE WINDS EXTEND OUTWARD UP TO  30 MILES...45 KM...
FROM THE CENTER...AND TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP
TO 125 MILES...205 KM.

IT REMAINS TOO EARLY TO SPECULATE ON EXACT LOCAL EFFECTS FROM
CHARLEY. ERRORS IN THE FORECAST TRACK AT 36 HOURS ARE NEAR 125 MILES.
INTERESTS IN THE REGION...INCLUDING INLAND AREAS...SHOULD CONTINUE
TO CLOSELY MONITOR THE FUTURE PROGRESS OF HURRICANE CHARLEY.  IT IS
PROBABLE THAT TROPICAL STORM OR HURRICANE FORCE WINDS MAY DEVELOP
OVER SOME PORTIONS OF THE AREA FRIDAY EVENING INTO SATURDAY MORNING.

RESIDENTS ARE ADVISED TO FOLLOW THE ADVICE OF THEIR LOCAL EMERGENCY
MANAGEMENT AGENCY.  POWER OUTAGES ARE POSSIBLE ACROSS SOME PORTION
OF THE AREA. INTERESTS IN THE NORTH FLORIDA AND SOUTHEAST GEORGIA
AREA SHOULD HAVE FLASHLIGHTS...BATTERIES AND A BATTERY OPERATED
RADIO IN CASE OF POWER OUTAGE. NEVER USE CANDLES DUE TO THE HIGH
RISK OF FIRE. RESIDENTS SHOULD HAVE A FULLY STOCKED HURRICANE
PREPAREDNESS KIT IN PLACE. A SUPPLY OF DRINKING WATER...BABY SUPPLIES
AND ANY PRESCRIPTION MEDICATION ARE THE HIGHEST PRIORITIES FOR YOUR
KIT.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
BASED ON THE CURRENT FORECAST TRACK...WINDS WILL GENERALLY BE
PARALLEL TO THE COAST INITIALLY.  AS CHARLEY APPROACHES THE FLORIDA
WEST COAST WINDS ALONG THE FIRST COAST WILL SHIFT TO NORTHEASTERLY
BY TOMORROW EVENING. THEREFORE MINOR TIDAL SURGE FLOODING IS EXPECTED
WITH TIDES ALONG THE ATLANTIC COAST SIMILAR TO A LOCAL NOREASTER...
PEAKING ABOUT 2 TO 3 FEET ABOVE NORMAL.

TROPICAL STORM AND POSSIBLY HURRICANE FORCE WINDS ARE EXPECTED TO
DEVELOP OVER THE WATCH AREA AND ADJACENT COASTAL WATERS FRIDAY
EVENING. THESE CONDITIONS ARE EXPECTED TO CONTINUE INTO SATURDAY
MORNING. AT THIS TIME...THE HIGHEST RISK OF SUSTAINED HURRICANE FORCE
WINDS WILL BE OVER ALACHUA...MARION...GILCHRIST...PUTNAM...CLAY AND
BRADFORD COUNTIES. HOWEVER...A SLIGHT DEVIATION IN THE STORM TRACK...
INTENSITY OR FORWARD MOTION...COULD BRING HURRICANE FORCE WINDS TO
OTHER PORTIONS OF NORTH FLORIDA AND SOUTHEAST GEORGIA. INTERESTS IN
NORTH FLORIDA AND SOUTHEAST GEORGIA ARE URGED TO KEEP ABREAST OF THE
LATEST FORECASTS...WATCHES...AND WARNINGS RELATIVE TO HURRICANE
CHARLEY. WARNINGS WILL LIKELY BE NECESSARY FOR SOME PORTION OR ALL OF
THE WATCH AREA ON FRIDAY.

TROPICAL STORM FORCE WINDS AND HIGH SEAS WILL DEVELOP OVER THE
COASTAL WATERS FRIDAY NIGHT AND SATURDAY. MARINERS ARE ADVISED TO
REMAIN IN PORT.

...FLOOD IMPACTS...
RAINFALL AMOUNTS OF 2 TO 4 INCHES ARE EXPECTED THROUGH TOMORROW...
ASSOCIATED WITH MOISTURE AS THE HURRICANE MOVES NORTH. ADDITIONAL
HEAVY RAINFALL IS EXPECTED AS CHARLEY MOVES OVER THE REGION. RIVER
LEVELS ARE CURRENTLY LOW AND...AT THIS TIME...NO SIGNIFICANT RIVER
FLOODING IS EXPECTED. FLOODING OF POOR DRAINAGE AREAS IS POSSIBLE AND
INTERESTS IN POOR DRAINAGE AREAS ARE ADVISED TO PREPARE FOR THIS
POSSIBILITY. A FLOOD WATCH IS IN EFFECT FOR ALL OF NORTH FLORIDA AND
SOUTHEAST GEORGIA THROUGH SATURDAY MORNING. AREAS OF THE LOWER AND
MIDDLE SUWANNEE VALLEY ARE NEAR SATURATION AND MAY EXPERIENCE
LOCALIZED FLOODING PRIOR TO HURRICANE LANDFALL.

THERE WILL BE A POSSIBLE RISK OF ISOLATED TORNADOES THROUGH SATURDAY
MORNING AS TROPICAL MOISTURE...A FRONTAL SYSTEM...AND APPROACHING
HURRICANE CHARLEY ALL INTERACT ACROSS THE REGION. TORNADOES CAN AND
DO FORM WITH LITTLE OR NO WARNING...REMAIN ALERT FOR DETERIORATING
WEATHER CONDITIONS AND POSSIBLE WARNINGS.
