* At 4:00 AM CDT Thursday the stage was 17.3 feet and falling.
* Action stage is 16.0 feet.
* Flood stage is 20.0 feet.
* Forecast...The river is expected to fall below action stage later
  this morning.
* Impact...At 16.0 feet, Flooding of low lying agricultural land
  along the river begins
