ponding of water in urban or other areas is occurring or is imminent.

  the Tennessee River At Clifton.
* Until further notice.
* The latest estimated river stage is 367.0 feet.
* Action stage is 364.0 feet.
* Flood stage is 370.0 feet.
* Forecast...The river is expected to rise to a crest of 367.4 feet
  tomorrow morning then begin falling.
* Impact...At 367.0 feet, In Wayne County, water inundates the boat
  launch areas and portions of access roads in the Beech Lake
  Campground on Beech Lake Road.
